MS. BAUTISTA: Thank you. Good morning, everyone. Mayor Kim has nominated Harry Lee McIntosh, also called “Lee,” as he likes to be called, Lee McIntosh, III, of Council District 6 to the Cost of Government Commission. Mr. McIntosh is a small business owner and is active in his community, having been a member of ‘O Ka‘ū Kākou and the Ka‘ū Chamber of Commerce. He has been a resident of Hawai‘i for approximately 13 years and he has no political party affiliation. Thank you for waiving this through Committee because this commission has already started. Thank you. ACTING CHR. EOFF: Okay. Mr. McIntosh, would you like to say a few words why you would like to serve on this commission? MR. MCINTOSH: Yes. First, I’d like to thank Maile David and her office for bringing this to my attention, suggesting that I look into it. It’s something that I would like to help the County with in identifying waste and potential revenue and also looking at ways that the County can be more efficient in accomplishing its policy. And I watched the proceedings earlier for the nomination, so I’m able to rearrange my schedule. I’m self-employed, run my own business. So, that’s not a problem. It’s unfortunate I missed the first meeting, but I’m told the next one’s tomorrow. So, I look forward to getting involved and helping the County be more efficient. ACTING CHR. EOFF: Thank you. Council Members, comments? Ms. David. MS. DAVID: Thank you, Chair, and aloha, Mr. McIntosh. I’m so thrilled that you ended up applying for this position so we can get the commission started. I would like to ask my fellow Council Members for their support. Mr. McIntosh is very closely involved with the Ka‘ū community, and I believe that community aspect and your experience will be a plus for this commission. I, too, will support your nomination. When we seek members of different commissions, listening to the recommendation of the person representing that district is important to us. And Maile speaks well, so that’s good for me. I know the Nā‘ālehu community pretty well, and representing that community is important. So, I look forward to the report coming out of your commission. BAUTISTA: Thank you. Mayor Kim has nominated Kyle Keamo, Council District 2, to the Fire Commission. Mr. Keamo is a teacher at Hilo High, from which he is also an alumni. He possesses a Bachelor of Science Degree in Exercise and Sports Sciences from Brigham Young University Hawai‘i. He’s a lifelong resident of Hawai‘i and has coached various youth sporting teams and expresses an interest in giving back to his community. Mr. Keamo indicates that he is not affiliated with any political party and, if he is confirmed, he will serve a st vacancy that expires December 31, 2021. Thank you. ACTING CHR. EOFF: Okay, thank you. Mr. Keamo, would you like to add a few comments? MR. KEAMO: Good morning. As a lifelong Hawai‘i County resident, I consider myself blessed to be a County resident and look for opportunities to help my community and those who live here. Thank you. ACTING CHR. EOFF: Okay, thank you. Council Members? Hilo, anybody wish to comment? Okay. Thank you. Anyone here in—Mr. Kanuha. MR. CHUNG: Madam Chairman, I’m just going to ask— ACTING CHR. EOFF: Oh, Mr. Chung. MR. CHUNG: One or two, if I could, yeah. Actually, the first one is a comment. The Fire Commission as well as the Police Commission are important in many ways, but I think probably the most important function each of those two commissions have is the selection of their respective department heads. And one thing that has troubled me about each of these commissions and others is that there is the potential for well-minded individuals to get sucked into the whole departmental—I don’t know how you would say it, but just swept up on their mantra instead of staying separate and objective. And one of the problems I see is that during each of these meetings that you guys will have, I think, unless the process has changed, they’ll go out and have lunch, and who will be there? It will be the respective chiefs and their assistants there. And it becomes a social event. All I ask is that you stay objective and know what your task is. Can you do that? MR. KEAMO: Yes, I believe that I can. I think teaching, it helps—teaching helped me to become objective. A lot of times, you have kids who are personable and think that they can sway their grade or kind of get their way by being Page 8 Hawai‘i County Council-36 April 25, 2018 personable instead of accomplishing the task that’s at hand. So, I think my profession has helped me to keep the objective in mind and not be swayed by influences that have ulterior motives. MR. CHUNG: Thank you. I just wanted to bring that up so you’re aware of this relationship between the commission and the department. You guys are actually separate. The public will look at you guys as being, and maybe it’s incorrect, but sometimes as being the watchdogs for the public. So, just be mindful of that. And I appreciate you stepping up. Thank you. MR. KEAMO: Thank you. ACTING CHR. EOFF: Okay, thank you. Ms. Poindexter. MS. POINDEXTER: Yeah. I just want to say that I didn’t support this initially because the nominee was not present at the time, and we didn’t get to hear from him. So, if our Council Member in that district is comfortable, I would support it as well. But thank you, Mr. Keamo, for coming forward and giving of your time and volunteering to serve on this commission. So, I look forward to hearing more about you. Thank you. ACTING CHR. EOFF: Okay, thank you. Mr. Richards. MR. RICHARDS: Yeah. Mr. Keamo, I, too, did not support your initial nomination, again because we hadn’t met you. And I really appreciate you coming to chambers. Some members might have voted against you but I think it was for the reason of not seeing you. As you heard previously, it’s a great way for the entire community to get together and really find out how we can all help each other in supporting efforts to end family homelessness. And I really appreciate all the volunteers, all the organizations that have come together to help our families in need. And really want to mahalo Catholic Charities for putting on this event. It is a really good event. It’s not only about our faith-based organization. It’s really about our entire community coming together and figuring out unique ways to help these individuals. So again, mahalo, Shirley. Mahalo to those who put on this event and really looking forward to the next summit at old airport. Please keep us updated and let us know when—I mean, we know when it is but we’d like to send out flyers and let the community know when it gets closer to the event to come and be part of it. This is for the continued use of a portable bathroom at Banyan’s Beach. We’ve gone through this resolution previously. It was because, at one point, the department didn’t have the funds, yeah, to continue the use of a portable toilet at this beach. So, I came in with contingency funds from District 7 to continue having a portable toilet down at Banyan’s Beach. This is a very popular surfing area, and I felt it necessary to have a toilet down there because of the amount of people that use this area. It was a public health hazard for us not to have a portable toilet down there. So, this was my duty to make sure and continue the service at an area that is popular for a lot of local people. The monies will go toward an ADA (Americans with Disabilities Act) portable toilet, and I did double the amount because I wanted them to clean it more often. When there’s days of good surf, there are a lot of people that go down there. So, Page 12 Hawai‘i County Council-36 April 25, 2018 it’s not fun to use a portable toilet that has a week full of use. So, this is for additional services, additional cleaning, and I’m glad to be able to support this or glad to be able to continue to support this portable toilet down at this very popular beach park. I ask for all of your support, and let’s keep this going. I really hope that we can—because of the amount of use because it’s very close to the ocean, it does get a lot of wear and tear. Maybe we can ask whoever it is we’re getting the contract from to maybe switch out the portables every once in a while and make it cleaner. So, maybe we can do that with this next contract. And having a place to take them, it’s part of the greater stewardship of the land. So, this fits right into the whole fabric of agriculture. So, I humbly ask my fellow colleagues to support this.
