Re: Agreement with the Hawai`i Tourism Authority
Enclosed is a resolution to enter into an agreement with the Hawai`i Tourism Authority.
This agreement is to allow the County to accept funds for the Department of Research
and Development's Ho`okaulike Signage Project.
The Department of Research and Development requests that a breach be approved in
order to submit this resolution past the May 30, 2018 submittal deadline. Additionally,
the Department requests that this bill be waived from the Finance Committee and be
placed on the June 19, 2018 Council agenda, and that the Council waive their five-day
hold-for-reconsideration period in order to ensure this resolution be processed during the
current fiscal year.

A. REQUEST:
A Resolution authorizing the County(via the Department of Research and Development) to enter into an
agreement with the Hawaii Tourism Authority to provide funding for the Hookaulike Signage Project for the
Hawaii County.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A goal of the Department of Research and Development Tourism Program is to increase communication,
interaction and understanding between industry stakeholders, residents and the visitor industry, and ensure
the integrity of our unique sense of place and appropriate recognition of our host culture. Interpretive
signage on Hawaii county parks, trails and beaches will educate visitors and residents, and share safety
information. The signs will include a QR code that provides translation into languages that support the
County and the Hawaii Tourism Authority (HTA) global markets such as simplified and traditional Chinese,
Japanese, Korean, German and Hawaiian. A minimum of 50 signs on Hawaii county trails, parks and
beaches throughout the Hawaii county.

ENTER INTO AN AGREEMENT WITH THE HAWAII TOURISM AUTHORITY
PURSUANT TO HRS 46-7, FOR A GRANT TO THE DEPARTMENT OF
RESEARCH & DEVELOPMENT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
