Pursuant to §46-16.8(c), Hawaii Revised Statutes, notice is hereby given that the Hawaii County
Council will be holding a Public Hearing regarding Bill 159, Draft 2, which amends Chapter 2 of the
Hawaii County Code 1983 (2016 Edition, as amended) by adding a new article relating to
transportation surcharge and creating the General Excise Tax Fund. Bill 159, Draft 2, establishes a
one-quarter (.25) percent general excise and use tax surcharge to fund operating or capital costs of
public transportation systems within Hawaii County, to be levied beginning January 1, 2019, with a
repeal date of December 31, 2020, unless otherwise extended by ordinance, provided that such General
Excise and Use Tax surcharge shall not extend beyond December 31, 2030.

All persons desiring to express their views on the above matter may do so orally at the hearing and
must register with the County Clerk's staff at the hearing. Those submitting written testimony at the

12 noon on the business day prior to the hearing: (1) by mail to the County Clerk's Office in Hilo at
25 Aupuni Street, Hilo, Hawaii 96720; (2) by facsimile to 961-8912; or (3) by e-mail to
counciltestimony@hawaiicounty.gov. The meeting places are accessible for persons with disabilities.
Persons who need special accommodations for this hearing should call 961-8255 by June 14, 2018.

• Hilo Council Chambers, Hawaii County Building, 25 Aupuni Street, First Floor, Room 1401.
