The 2018-19 DEM CIP Budget under consideration today shows absolutely no federal funds to pay for either project — relying totally on state loans to pay for these unneeded projects. No reason is given for changing from LCC conversion to building two new full-size — expensive — sewage plants. The sewage plants cost more than 10 times as much as the original (2007) conversion project. All residents of our County share your anguish in raising funding for the Puna emergency situation, so it is more important than ever not to spend unwisely for projects that will carry heavy on-going costs like these two new sewage plants will produce. If COHDEM would follow your Ka'u CDP and work with the community to meet infrastructure needs, we could work together to develop and obtain funding for a project acceptable to the community. If you would reject the current COHDEM Ka'u sewage plant projects, we could even get funds for planning the project through the "Special Evaluation Assistance for Rural Communities and Households" [SEARCH attached] and save a lot of money by dissolving the current Brown and Caldwell contract, Please stop funding these unneeded sewage plants and go back to the community to raise funding for the original conversion project.
