HomeMy WebLinkAboutDIG First Reading 1-033 (2018-06-05, 06) 2016-2018Bill Nos. 147, 153, 155,156, 157, 158, and 159 (Draft 2) I hereby certify that the following Bills passed first reading at the meetings of the Hawaii County Council on June 5 and 6, 2018, by vote as listed below: Bill 147: Amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawaii County Code 1983 (2016 Edition, as Amended), by Changing the District Classification from Agricultural — Twenty Acres (A -20a) to Agricultural — Six Acres (A -6a) at Kaumana Homesteads, Kaumana and Ponahawai, South Hilo, Hawaii, Covered by Tax Map Keys: 2-5-047:033 and 2-5-047:034. (Applicant: Kelly and Joanne Jarneski) (Area: 40 Acres). The Windward Planning Commission forwards its favorable recommendation for this change of zone, which would allow the applicant to apply for a six -lot subdivision on 40 acres of land located at the intersection of Kaumana Drive and Akolea Road. Bill 153: Initiates an Amendment to Article XV of the Hawaii County Charter (2016 Edition), by Adding a New Section Relating to Fiscal Impact Statements. Would require that any proposed amendment or revision to the Hawaii County Charter be accompanied by a Fiscal Impact Statement that describes the immediate and potential future effects the amendment or revision would have on County revenues, expenditures, taxes, and fiscal liabilities. The Fiscal Impact Statement must be prepared in a manner that is easily understood by voters and would be placed on the County website and be made available for inclusion as part of any voter information pamphlet that addresses County ballot propositions. Bill 155: Amends Ordinance No. 17-39, as Amended, the Operating Budget for the County of Hawaii for the Fiscal Year Ending June 30, 2018. Increases revenues in the West Hawaii Ocean Safety account ($314,692); and appropriates the same to the following West Hawaii Ocean Safety accounts: Salaries and Wages ($164,692) and Equipment ($150,000), for a total appropriation of $868,106. Ayes: Council Members Chung, David, Eoff, Kanuha, Lee Loy, Ruggles, and Chair Poindexter — 7; Noes: None; Absent: Council Members O'Hara and Richards — 2; Excused: None. Bill 156: Amends Ordinance No. 17-39, as Amended, the Operating Budget for the County of Hawaii for the Fiscal Year Ending June 30, 2018. Increases revenues in the State Emergency Medical Services account ($563,436); and appropriates the same to the Fire Emergency Medical Services - Salaries and Wages account, for a total appropriation of $11,427,955. Increases revenues in the Federal Grants — Substance Abuse Prevention Coordinator account ($15,000); and appropriates the same to the Substance Abuse Prevention Coordinator account, for a total appropriation of $125,000. Bill 159, Draft 2: Amends Chapter 2 of the Hawaii County Code 1983 (2016 Edition, as Amended) by Adding a New Article Relating to Transportation Surcharge and Creating the General Excise Tax Fund. Establishes a one-quarter (.25) percent general excise and use tax surcharge to fund operating or capital costs of public transportation systems within Hawaii County, to be levied beginning January 1, 2019, with a repeal date of December 31, 2020, unless otherwise extended by ordinance, provided that such General Excise and Use Tax surcharge shall not extend beyond December 31, 2030.
