Aloha Council Members
The ideas behind Bill 108 made more sense prior to the Kilauea Eruption of May 2018.
These summit and rift zone eruptions were so characterized in global media that our island
suffered tremendous losses. It is obvious from browsing available rentals that houses and
condos all over the island converted from vacation rentals to long term leases. Many
homeowners have fled the island, and continue to leave, their homes entering the rental market
as long term leases.
Dozens if not hundreds of vacation rentals have permanently vacated the island.
Once Hawaii Volcanoes National Park reopens, whatever rooms for travelers are still available
will be in short supply. Most of the rentals in the eastern part of the island, Vacationland,
Leilani, Kapoho are gone or inaccessible.
It makes more sense to assess the changed needs of the island before rushing into
implementing the provisions of this bill as they sit now. It does not seem possible to know at
this point what Hawaii Island will need in the months and years to come as to visitor
accommodations with so many having been destroyed or given up or out of use for the
foreseeable future. We need to do everything we can to empower those of us who do not
desert this island to continue to make a living. Limiting the sharing economy in any way now
is not going to help Hawaii recover.
