It is my pleasure to submit the following individuals for your consideration as
appointments to the Charter Commission.
As dictated in Hawaii Revised Statutes (HRS) §50-4, all of these nominees are
registered voters and have been residents of the County for at least three years. This
list covers representation of all geographical areas on our island and contains no more
than the allowed amount of members in the same political party:
1. Douglass Shipman Adams (Hilo)— Board Vice-Chair, W.H. Shipman Limited
2. William Carthage Bergin (Kohala)— retired veterinarian
3. Michelle Galimba (Ka`u)— Ranch Manager/Owner, Kuahiwi Contractors Inc.
4. Paul K. Hamano (Hilo) — attorney, private practice
5. Kevin D Hopkins (Hilo)— University of Hawaii at Hilo professor.

to the Council separately in confidential cover. These qualified residents offer a broad
range of backgrounds and diverse perspectives. Your review and favorable confirmation
is requested.
Pursuant to County Charter Article XV §15-3, I must respectfully request that this
communication be waived from committee to the full Council for immediate action and
for a Special Council Meeting to be scheduled before June 30, 2018.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
