Adding another $500 fee, along with paperwork, seems to work against compliance. Several houses on my street have illegal long term rentals (converted garages and such), I'm pretty sure they don't pay taxes and this is really what needs to be collected in order to better cover county costs. In my opinion, unless you require the home sharing companies to send 1099's, only a portion of the people who home share will be paying all the costs. As far as noise control, I'm good with the current bill, but I wish there was better noise control on my neighbors who tend to party quite often, and until late into the night. I think you're going after the wrong people. Because of reviews, the Airbnb platform all but eliminates guests being disturbing to the neighbors. I don't think it should matter what zone you're in, there should be a path for everyone, but every home share should have sufficient off street parking. Our street has a parking problem not only because of home share, but because of illegal long term rentals.
