Regarding Bill 108. I'm a local resident here and my family are native to the island, originally
from Kamuela. Growing up in Hawaii's economic situation with 3 disabled family members
has forced my family to relocate our home about 9 times. It's said that moving is the third most
traumatic experience after death and divorce. While tourism is the biggest industry in the state
it favors corporations over residents who are struggling to make ends meet. However, who
better to share deep knowledge, understanding and hospitality of our islands than local
residents who in turn are able to financially support their families while representing their
homeland. There are many other residents like me with disabled or struggling family members
who have worked up to 3 jobs at some given time just to make ends meet. The opportunity we
have to be able to share our homes and island life with travelers, although in no means has any
of us retired yet, has lifted an incredible weight off our shoulders and created a brighter future
for my family in hopes that we can stay in one spot this time and not need to make a 10th
move. Making an annual registration fee would not slow down those non residents coming in
who buy lots to flip to rentals but would however harm those residents already breaking even
with their rental with the high transient rental tax we already pay. I believe there should be a
regulation towards non residents being able to build new rentals on ag/residential, but that the
opportunity should be available for locals. Mahalo nui.
