To be short here, my issue is with the $500 annual non -conforming use fee, especially in the areas like
Puna, where potential income is no where near what it is in Waikaloa or Kailua-Kona. Overall
enforcement costs should be paid by the TAT.
Per councilwoman O'hara's suggestion of a sliding scale, based on our tax filings would be more
appropriate. It would also be easier and cheaper. No extra bureaucracy either, just another line on the
tax forms. Maybe a small, $100, initial permit application fee.
