CALL TO ORDER: A Public hearing of the Hawaii County Council to hear testimony regarding
Bill 159, Draft 2, was called to order by Chair Valerie T. Poindexter at
5:11 p.m., in the Council Chambers, Kailua-Kona.

PURPOSE OF Pursuant to §46-16.8(c), Hawaii Revised Statutes, the hearing was held in
HEARING: order to hear testimony from the public regarding Bill 159, Draft 2, which
amends Chapter 2 of the Hawaii County Code 1983 (2016 Edition, as amended),
by adding a new article relating to transportation surcharge and creating the
General Excise Tax Fund. The bill would establish a one-quarter (.25) percent
general excise and use tax surcharge to fund operating or capital costs of public
transportation systems within Hawaii County, to be levied beginning January 1,
2019, with a repeal date of December 31, 2020, unless otherwise extended by
ordinance, provided that such General Excise and Use Tax surcharge shall not
extend beyond December 31, 2030.
