(Note: At this time, Executive Assistant to the Mayor Rose Bautista and Nominee Justin Pequeno came forward to address the members of the Council.) MS. BAUTISTA: Welcome, Mr. Pequeno. It's a pleasure to have you here with us today. On behalf of Mayor Kim, it's a pleasure to nominate Justin Pequeno of Council District 2 to the Environmental Management Commission. Mr. Pequeno is currently employed as a Project Manager for the Kamehameha Schools. Prior to joining Kamehameha Schools, he worked as a Program Manager for the Honolulu Community Action Program, a nonprofit agency on Oahu that provides human services to the economically challenged. He's a graduate of Tuft's University with a Bachelor's in Psychology and American Studies; and from Columbia University with a Masters in Politics and Education. Mr. Pequeno is originally from Texas and he has lived in Hawaii for approximately five years. He's very active in our community, being a member Page 2 Hawaii County Council-40 June 5, 2018 of the Hawaii Island Chamber of Commerce, the South Hilo Rotary Club, and the Hawaii Leeward Planning Conference. He states that he is a member of the Democratic Party and, if confirmed, he will serve an unfilled term ending December 31, 2020. Thank you. CHR. POINDEXTER: Thank you. Mr. Pequeno, do you want to say a few words? MR. PEQUENO: Yes, I want to say that I'm honored and mahalo for having me here today and hearing my story. I would like to commend the Department of Environmental Management for the work that they have done over the years to utilize best management practices and extend the life of the South Hilo Landfill many years beyond what was originally projected. I would like to utilize my experiences and education in policy, business and community development, to help inform how we go forward in the next couple of years. Page 3 Hawaii County Council-40 June 5, 2018 Res. 623-18: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII WORKFORCE DEVELOPMENT COUNCIL, PURSUANT TO HAWAII REVISED STATUTES SECTION 46-7, FOR RAPID RESPONSE ACTIVITIES The memorandum of agreement with the Hawaii County Workforce Development Board would specify the scope of service, cost and billing protocols, and reporting requirements for activities associated with the volcanic eruption in Lower Puna. Reference: Comm. 953 Intr. by: Ms. David (B/R) Waived: FC Motion to Approve: Ms. David moved to adopt Res. 623-18. Seconded by Ms. Eoff. CHR. POINDEXTER: Council Member David. MS. DAVID: Thank you. This resolution was requested a waiver because of the urgency. Mr. Gyotoku, thank you for coming and could you please explain briefly what this is for? (Note: At this time, Housing Administrator Neil Gyotoku came forward to address the members of the Council.) MR. GYOTOKU: This agreement—Neil Gyotoku, Housing Administrator—will allow the County to enter into an agreement with the Workforce Development Council to receive funds for the Rapid Response Team. This is a team that comes down—these funds would help defray some of the costs, will go out into the community, help those that have been impacted by the lava flow. For example, business that are being closed, employees could come and receive assistance in helping fill out unemployment forms, welfare forms to get housing assistance through our existing division. In fact, we've just set up today, June 19 will be I believe at Cooper Center, Volcano; and June 20 will be in Pahoa Town. The exact location is not yet determined. But those two days, this team from Honolulu will come down and help us meet with the clients that have been impacted by the lava flow and eruption. MS. DAVID: Thank you very much. I yield for any questions from Council Members. CHR. POINDEXTER: Council Member Lee Loy. Page 4 Hawaii County Council-40 June 5, 2018 MS. LEE LOY: Thank you. Mr. Gyotoku, thank you for being here. You mentioned that it would defray costs. What percentage of costs, and are we looking at salary and wages or just operating costs? What are those costs? MR. GYOTOKU: Basically like if we had to rent a place out, we have to buy water and things like that. Also to help pay for the cost of flying this special Rapid Response Team from Honolulu. Right now, our County is not set up to have its own rapid response team. Eventually in the future if we can get more personnel, we would like to establish a rapid response team. We currently have the American Job Center, which we recently established, and part of it is their duties is to do this rapid response. Going out to the communities. We do intend to go into Kona to help those at the Mauna Lani that are being laid off Also in K-Mart, we're trying to set up dates for that. The team will go out there. Right now, we're just trying to help—these funds will defray some of the cost of flying people down from Honolulu, until we can set up our own team. MS. LEE LOY: Do we have a timeline on that? As far as them setting up and then we integrating our own rapid response team? MR. GYOTOKU: I don't have a particular timeline. I hope to have it within the year. But this funding would just help us for right now. Allow us to get money from the State to help defray some of the expenditures that we have to incur like that. Hopefully within the year I want to establish the American Job Center, get our Hilo American Job Center fully functional, then we're looking at branching off into Kona and establishing a satellite American Job Center in the Kona district, West Hawaii. MS. LEE LOY: Is this a reimbursable cost, or at some point they bring their funds and we supplement with ours? MR. GYOTOKU: I think at this point, it's just that they are providing us an upfront funding to help defray the costs until we can establish our own team. MS. LEE LOY: Thank you. I yield. CHR. POINDEXTER: Thank you. Council Member O'Hara. MS. O'HARA: Thank you, Chair. I see this is predicated on the assumption that this is for a lava response, but there's other players in here that you just talked about, K-Mart closing and Mauna Lani laying off workers that will be using these funds. So this isn't just for the emergency, right? MR. GYOTOKU: We rushed it because of the lava flow, but it's intended to use for whatever events that may occur after this. For example, Mauna Lani right now, they're not laying off people, but they expect maybe in August or so that Page 5 Hawaii County Council-40 June 5, 2018 they will impact the employees and this team will come out to help those with applying for assistance and trying to see whatever assistance we can provide. MS. O'HARA: Alright. Thank you. You say you're trying to put together a meeting for June 19th in Ka`u, and one for June 20th in Pahoa? MR. GYOTOKU: No, it's, the 19th was Cooper Center and Volcano, and I think 20 was in Pahoa someplace. MS. O'HARA: In Pahoa someplace? MR. GYOTOKU: Yeah, it's—we're trying to get the places finalized right now. We'll be advertising and making sure the word gets out to everyone as far as when the team is going to be set up and available. MS. O'HARA: This basically is for people who are unemployed as a result of the eruption? MR. GYOTOKU: Impacted by the eruption. MS. O'HARA: Impacted by the eruption and for them to fill out forms for unemployment? MR. GYOTOKU: Any type of assistance. For unemployment, for Workforce Development training, housing assistance, welfare assistance. We do have some people coming out to do like job training, you know, possibilities to enroll in job training, and those kinds of things. MS. O'HARA: I'm just curious how this will play out, because many of the people who have lost work through this event—let's just look at the vacation rental market where people were providing cleaning services and lawn care services, and that sort of thing. They aren't necessarily documented workers in many instances. They may or may not be properly documented. Is this going to be helpful to those types of people as well? MR. GYOTOKU: Yes, it will. We don't require that they be let's say registered, that they receive unemployment benefits or anything. It's services we're trying to offer to all people on the County level that are being impacted and do try toyou know, they would have to qualify for each individual program, for example. For our existing housing there are income limits and family qualifications and such. But we're trying to offer as many services as we can at this point. MS. O'HARA: I really appreciate that, and thank you for being on this piece. I know we've been in this emergency for a little over a month, and to get this going, I'm happy to see that you were able to get this to Council so quickly and Page 6 Hawaii County Council-40 June 5, 2018 will be moving on it by June 19th. That is some good news. I wish we could be a little more proactive on some other fronts, but that's not up to you or I. MR. GYOTOKU: Well, as far as the County level in Housing, we're also looking into different aspects as far as trying to help the people from Puna. But also, it does have an impact as far as on the other parts of the island. Like for example the hotels are losing some business and there may be some impacts as far as lay-offs and stuff like that. So we are going to be looking at trying to get out there and try to afford these services to them. MS. O'HARA: I know you were also on some immediate temporary housing, I mean nothing that would be considered permanent, with some Japanese connections? MR. GYOTOKU: We are looking into this possibility right now, it's just an option that we're looking at. It's a very temporary thing where you can put it up within four hours and move it within one hour. But it's just a house. Like for example, there are companies that offer some sheds and things like that, but this is just an option being considered. Mayor Kim has said that he wants to build a new community in Puna. We're looking into exploring that option, trying to take it away from the active Lava Zones 1 and 2, and try and build something that we can offer the people in Puna especially. MS. O'HARA: Thank you. I'm just going to ask you, did you ever get pricing on the Japanese temporary housing? MR. GYOTOKU: You know, it can depend on how big you want it and how complex you want it. If you want just a plain shell with shipping and everything they were talking roughly about $25,000 each. But the beauty about this is you can take it apart and store it and you can transport it to a next emergency and set it up again. That's the beauty of this. You can store it. That's what they do in Japan, they inventory these and whenever there's an emergency they'll set it up so there's temporary housing for the people that are affected by the emergency. MS. O'HARA: It could also potentially be used for temporary homeless individuals. MR. GYOTOKU: It's a possibility, yes. MS. O'HARA: Alright, thank you so much for bringing that information to us. CHR. DAVID: Yes, Mr. Gyotoku, I just had one question and I know this is just an agreement—to enter into an agreement, but to you have any idea of the anticipated costs associated with this? MR. GYOTOKU: They were talking about a$25,000 amount that we could use in the year for the rapid response. MS. DAVID: Implement this? MR. GYOTOKU: Yes. I mean it doesn't necessarily mean we would use all $25,000, but as far as is necessary we would be able to draw from those monies once you set up the agreement. MS. DAVID: Great. (Note: At this time, Business Manager Lee Lord came forward to address the members of the Council.) MR. LORD: This is Lee Lord, Business Manager for the Prosecutor's Office. Mr. Koahou met someone, knows someone who supplies these belts as a business and was offered the donation, so Alan was willing to donate them to our office. They'll be a big help. We do replace these belts and our investigators do use them. So it was quite a nice gesture. MS. DAVID: Yes, very nice. Thank you very much. I'd like to express our appreciation to Mr. Koahou. MR. Like the NACo (National Association of Counties)prescription drug promotion went up from $5,000 to $6,400; we decreased the HSAC Page 11 Hawaii County Council-40 June 5, 2018 promotion outreach by $150; small little things. Nothing to substantial. But it's basically the same as our previous budget. Thank you for letting us waive this to Council, because we needed to have it in before our conference which is in a few weeks, per HSAC bylaws. So again, mahalo. So hats off to the Friends of the Zoo. They do a phenomenal job at the zoo with very limited resources. This definitely really does help enhance that facility for all of our kids in East Hawaii. This was the last of my contingency funds, and because I couldn't give it to a nonprofit this was a great way to help as a small amount to offset some of the costs that Parks and Recreation is doing for the feedings in shelters in Puna.
