The ILWU Local 142 supports Bill 108, Draft 3 (Comm. 739.83), which seeks to impleWent
measures to manage the impacts of short-term vacation rentals on our communities.
Bill 108, Draft 3 (Comm. 739.83) defines the specific districts and portions of the General
Plan in which short-term rentals can be permitted, provides for a short-term vacation rental
nonconforming use certification process for those businesses that fall outside of designated
districts and related areas of the General Plan, and establishes clear standards and practices
for operating a short-term vacation rental in Hawaii County. Equally as important, Bill 108,
Draft 3 (Comm. 739.83) ensures funding for its enforcement.
We applaud this measure's effort to make short-term rental operators more transparent,
accountable, and fair to our workforce and communities. The ILWU supports the
implementation of a regulatory framework that ensures transient accommodation and short-
term vacation rental operators pay applicable taxes and operate in compliance with all
pertinent State and county laws.
The ILWU urges passage of Bill 108, Draft 3 (Comm. 739.83).
