Dear members of the Committee on Planning, to —<!

Council Members, z.r*-
Key points to Bil 108 that I oppose and support: N
w
I Support Bill 108's exemption for people sharing their primary residence. Allowing for home
owners to share their primary residence will help make ends meet.
I Oppose ban of new rentals in Ag and residential areas, and instead create a path to legalize
new rentals in these areas. these areas are a draw for visitors to the island.
I Support Bill 108's "grandfathering" of existing rentals as proposed, but simplify the permit
process to encourage compliance. Please, no more paperwork.
Allow those seeking NUCs to apply within 180 days rather than require them to obtain the
permit within that time frame. It's going to to take time for all the new regulations to come
together. What's the plan to monitor for compliance? Is this already in place?
Please reduce the $500.00 renewal fee for NUCs and change the renewal process to a bi-
annual requirement, rather than an annual one, in order to encourage compliance. Will these
funds be used for compliance.
The island has been hit hard with the events in Pahoa. Timing of this new bill couldn't be at
the worst time. The island is suffering economically and putting this new bill into effect will
only hinder the growth more.
What kind of studies have been done to determine the impact on employees that work in this
industry and indirectly support the vacation industry? For example I have 4-5 people that I use
for our home. The last 3 years I've sent out$30K-$40K in MISC 1099's to locals that support
our rental.
This includes, pool services, yard maintenance, booking commissions, handyman work and
house cleaning services.
Entities that support the vacation home renters include and but not limited to are; tour services,
local stores, rental shops, rental car industry and eateries.
Are you aware that there are private rental car services similar to how VRBO and Airbnb rent
private homes?
Vacation rentals also provide a budget friendly alternative for large families. 90% of my
renters are 2-3 families per visit with multiple generations at times. I hear all the time how
grateful they are that they can plan a trip with a whole family that can stay in home together
and break the budget. This alone says a lot. After all, it's about ohana. Isn't it?
