Dear Chair Poindexter and Council Members:
In accordance with Hawaii County Code Chapter 16, Article 3, § 16-5(b), it is my
pleasure to submit the following individuals for reappointment to the South Kohala
Community Development Plan (SKCDP) Action Committee:
Julia Ann Alos owns and manages a business supply rental company. She
served as Vice President of the Waikoloa Village Outdoor Circle and is the
founder of the annual "Wiliwili Festival". A 26-year resident, Ms. Alos lives in
Waikoloa and notes that she is a member of the Democratic Party.
Mark S. Gordon is currently the Environmental, Health and Safety Manager at
JMDecker Group Hawaii, LLC and previously worked for the Santa Clara Valley
Transportation Authority. He holds a Bachelor of Science in Chemistry. Mr.
Gordon's community service includes membership with the Waikoloa Community
Emergency Response Team (CERT), Red Cross Disaster Action Team and as a
volunteer with the United Service Organizations at POhakuloa Army Base. He
lives in Waikoloa and indicates that he is not a member of any political party.
Ms. Alos and Mr. Gordon have been serving on the SKCDP Action Committee as
holdovers. If confirmed, they may continue for full four-year terms to expire on January
31, 2021. �

to the South Kohala Community Development Plan Action Committee
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
