Re: Agreement with Corporation for National and Community Service
Enclosed is a resolution to enter into an agreement with the Corporation for'National and
Community Service. This agreement is for the establishment and operation of a local
project under the AmeriCorps Volunteers in Service to America(VISTA) program.
The Department of Research and Development requests that this resolution be waived
from the Finance Committee and be placed on the August 8, 2018 Council agenda, and
that the Council waive their five-day hold-for-reconsideration period in order to expedite
this transaction.

A. REQUEST:
A Resolution authorizing the County (via the Department of Research and Development), pursuant to HRS
§46-7, to enter into a Memorandum of Agreement with the Corporation for National and Community Service
(CNCS) for the establishment and operation of a local project under the AmeriCorps Volunteers in Service to
America (VISTA) program. VISTA is a "federal anti-poverty program designed to provide needed resources
to nonprofit organizations and public agencies to increase their capacity to lift communities out of poverty."
The Memorandum of Agreement details the number of AmeriCorps VISTA members that may be assigned to
the County of Hawaii, the respective roles and responsibilities of CNCS and the County of Hawaii regarding
the operation of its VISTA project, and the full range of legal requirements of the County of Hawaii in the
programmatic operations of its VISTA project. As part of this agreement the County will provide funds in the
amount of$14,666 as a cost-share for the project.
Two waivers are requested that would allow time to execute the MOA and recruit VISTA volunteers for
September start dates (project launch would otherwise be delayed to February):
1) A waiver from the Finance Committee, to place the Resolution on the August 8 agenda.
2) A waiver of the 5-day hold period after approval of the Resolution.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
With this CNCS VISTA grant, the Department of Research and Development (R&D) seeks to enhance the
community's capacity to collaborate to advance community economic development, with a focus on four
critical household challenges: transportation, affordable housing, energy, and economic self-sufficiency.
Four VISTA members will practice community awareness and engagement, strengthen partnerships, and
develop and deliver community economic development programs that include community outreach,
information clearinghouses, public presentations, and training workshops. The $14,666 cost share from the
County will be matched by $78,478 in federal investments in VISTA living allowances, health insurance, and
education awards.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
