Re: Operating Budget
•
The 2018 Lava Flow has been costing the County millions of dollars every month since lava began
to flow in Lower Puna in May. Pursuant to the State's issuance of an Emergency Proclamation
dated May 3, 2018 and two Supplemental Proclamations Dated May 9, 2018 and June 5, 2018,
$12,000,000 was authorized to be transferred to the County of Hawai`i. These funds are to be used
to provide immediate relief necessary to protect the health, safety and welfare of area residents.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$12,000,000 grant. We are requesting that a breach be granted in order to submit this bill after the
July 20, 2018 submission deadline and that this bill be waived from the Finance Committee to be
placed on the August 8, 2018 Council agenda in order to ensure that these monies are available to
be spent as quickly as possible. If there are any questions, please do not hesitate to call Kay

RE: Bill No. 172 : AN ORDINANCE TO AMEND ORDINANCE NO. 18-68, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI`I FOR THE
FISCAL YEAR ENDING JUNE 30, 2019.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

A. REQUEST:
To amend the FY19 General Fund operating budget by increasing revenues and appropriations by the
following:
Add new revenue account and appropriation entitled "2018 Lava Disaster Relief- State"for$12 million.
010.3306.03 Estimated Revenue
010.911.5913.45 Appropriation
We are asking that the Finance Committee be waived to ensure that these monies are available to be spent as
quickly as possible.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
With the current Lava Disaster costing the County millions each month, the State is providing financial
assistance to the County to aid in its efforts to respond to the needs of the community in protecing the health,
safety and welfare of its residents.
