CALL TO The regular meeting of the Committee on Planning was called to order at
ORDER: 9:10 a.m., in the Council Chambers, Kailua-Kona, by Ms. Karen Eoff, Chair.

CHR. EOFF: Before we go into our business for today, because this is our first
meeting of the morning, I would like to ask Council Member Lee Loy to say a
few words recognizing some of the events that have happened in the recent past
on our island.
MS. LEE LOY: Thank you, Chair. It's been tough. If we could just take a
moment of silence for Officer Kaliloa and his family. I'm going to share
something that I shared publicly, and it's an `olelo no`eau that speaks of someone
who is a servant leader, and it is E o`pu ali`i, which means have the heart of a
chief. It speaks to the generosity and kindness and servant leadership that Officer
Kaliloa gave to our community. His service to our State bookends the entire state,
born and raised on Kauai, serving the community of Puna. He is a son of
Hawaii and our heart and appreciation and gratitude goes out to him and his
family. So, with that, E o`pu ali`i ko Kaliloa, our servant leader. If we could just
take a moment of silence. Thank you, Chair.
CHR. EOFF: Thank you very much, Ms. Lee Loy. I don't have testifiers this
morning but we are going to look at two nominees. Is Ms. Bautista in Hilo?
MS. O'HARA: Yes, she is.

CHR. EOFF: Okay then, if she's ready, Ms. Bautista, we'll go ahead and read

CHR. EOFF: Okay, why don't you—can somebody please introduce the first

Mr. Kanuha moved to recommend confirmation of the
appointment of Mr. Michael Vitousek to the Leeward
Planning Commission. Seconded by Ms. Poindexter and
carried by the following voice vote:
Ayes: Committee Members Kanuha, Lee Loy, O'Hara,
Poindexter, Richards, Ruggles, and Chair Eoff – 7.
Noes: None.
Absent: Committee Members Chung and David – 2.
Excused: None.
Committee Members spoke in favor of the appointment.

CHR. EOFF: This nomination will actually move to Council in two weeks for its
final approval but you don't have to appear on that day, okay? So,

Comm. 988: NOMINATION OF FAITH YATES TO THE LEEWARD PLANNING
COMMISSION
From Mayor Harry Kim, dated July 6, 2018, submitting for the Council's review
and confirmation the above nomination.
Requires Council
Confirmation by: August 19, 2018 (Section 13-4(1),
Hawaii County Charter)
Vote on Comm. 988: Mr. Richards moved to recommend confirmation of the
(Approved) appointment of Ms. Faith Yates to the Leeward Planning
Commission. Seconded by Mr. Kanuha and carried by the
following voice vote:
Ayes: Committee Members Kanuha, Lee Loy, O'Hara,
Poindexter, Richards, Ruggles, and Chair Eoff — 7.
Noes: None.
Absent: Committee Members Chung and David — 2.
Excused: None.
Committee Members spoke in favor of the appointment.
CHR. EOFF: Ms. Yates, you don't have to appear at our Council meeting in two
weeks but your final confirmation will be taken care of at that time.
