Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 162,
reports as follows:
Bill No. 162,transmitted by Council Member Sue Lee Loy, via Communication 979 dated June 28,
2018, is an ordinance designating Tax Map Keys 2-1-003:013 as "Happiness Gardens" and amending
Chapter 15, Article 8, Section 15-68.1 of the Hawai`i County Code 1983 (2016 Edition, as amended); to
add it to the parks and recreational facility schedule.
In 1976, Kazuo Nakamura, a landscape designer from Kyoto, Japan, conceived of Happiness Gardens
while overseeing construction of the nearby two-acre rock garden, a bicentennial gift to the people of
Hilo, at Lili`uokalani Gardens. Mr.Nakamura built Happiness Gardens at no cost to the public, which
was dedicated on May 11, 1979. Community Police Officer Matt Louis was in the Hilo Council
Chambers and gave testimony in support.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Bill No. 162, and recommends its passage on adoption.
