RESOLUTION NO. 657 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO SUPPORT THE
6TH ANNUAL HAWAII ISLAND ALL NATIONS POWWOW.
WHEREAS,the Big Island Resource Conservation and Development Council
(BIRCDC) is a local 501(c)(3) nonprofit organization whose vision is to conserve, enhance, and
promote the economic, cultural, and natural environment of Hawai`i; and
WHEREAS, a powwow is more than just a gathering to most Native Americans, a
powwow is a celebration and an educational event that fosters an understanding and connection
through the sharing of Native American music, singing, dancing, and storytelling in a family-
oriented, community environment; and
WHEREAS, the 6th Annual Hawai`i Island All Nations Powwow is a free public event
that will be held on September 15-16, 2018, in Keaukaha, Hilo, and the theme will be "Honor the
Earth"; and
WHEREAS, BIRCDC will assist with coordinating this year's powwow and is requesting
a reimbursement of funds for lodging accommodations for head staff, musicians, singers, dancers,
and speakers, as well as the rental of a sound system and generator for the event;and
WHEREAS, the purpose of the Department of Research and Development's Tourism
Program is to develop a community-based visitor industry that ensures authenticity, connects
activities and attractions to a sense of past and future place, and promote quality experiences for
visitors such as the 6th Annual Hawai`i Island All Nations Powwow event; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used;.now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Research and Development to provide a grant to the Big Island Resource Conservation and
Development Council for the 6th Annual Hawai`i Island All Nations Powwow.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
