Page 2 Hawaii County Council-44 July 10,2018 Res. 632-18: AUTHORIZES THE ACCEPTANCE OF A MONETARY DONATION OF $500 TO THE DEPARTMENT OF PARKS AND RECREATION Donated by Christine Johnson, this donation would be used towards the Pilikulaiwi intersession program to provide culturally appropriate activities and service projects to school-age children during the spring and fall intersessions. LEE LOY: Thank you. We are so blessed to have Christine donate to this program, both for their winter intersession and then their spring intersession. Page 3 Hawaii County Council-44 July 10,2018 Res. 634-18: AUTHORIZES THE EXEMPTION OF CERTAIN CODE REQUIREMENTS, PURSUANT TO SECTION 2011-1-38 OF THE HAWAII REVISED STATUTES FOR PHASE 3-92 OF THE MOHOULI HEIGHTS SENIOR NEIGHBORHOOD AFFORDABLE HOUSING PROJECT IN SOUTH HILO, HAWAII Authorizes exemptions from Total Unit Count restrictions and sets the zoning district classification to Multiple Family Residential to allow the development of 92 additional affordable housing units. Reference: Comm. 973 Intr. by: Ms. David (B/R) Waived: FC Motion to Approve: Ms. David moved to adopt Res. 634-18. Seconded by Ms. Eoff. CHR. POINDEXTER: Council Member David. MS. DAVID: A request for a waiver was made because there is a need to meet some critical deadlines. We have Mr. Gyotoku here to briefly share what the urgency is on this housing project exemption. Thank you, Mr. Gyotoku, please identify yourself. (Note: At this time, Housing Administrator Neil Gyotoku came forward to address the members of the Council.) MR. GYOTOKU: Neil Gyotoku, Housing Administrator. MS. DAVID: Thank you. So, this is for the Mohouli Heights Senior Housing and your deadlines to meet the financing for this project MR. GYOTOKU: It's basically to meet some financing so they can get the financing for the project. They need to get certain approvals granted so that they can obtain their financing for the project. I have Mr. Keith Kato here and Mr. Jeremy McComber of Hawaii Island Finance Development Corporation, who's in charge of the project. They can give you a little bit more detail as far as the financing if you have any questions. MS. DAVID: Well, I understand that you folks are really working under time constraints in getting these approvals. As for me, unless our other Council Members have questions for clarification, I would just ask for the support of my Council Members. CHR. POINDEXTER: Does anyone have any questions? Council Member Chung. Page 4 Hawaii County Council-44 July 10,2018 MR. CHUNG: No, it's not a question, it's just a statement. Do you yield? MS. DAVID: Yes, I yield. MR. CHUNG: This project is in the district that I represent. I've stated on a number of occasions that Keith and his team really do a good job and they've never disappointed me or proven me a liar in that regard, and I really appreciate that. If you folks haven't seen the project, you guys should go and arrange with Keith and Jeremy to take a walls through. It's quite impressive. My personal feeling is I think we should have an access, egress onto Komohana, but that might be constrained by our Traffic Division or other powers that be. But, I really think that something else should be done. There might be some other issues regarding the present access point, but that's something that we can discuss going forward. But, they really do a good job. Thank you. CHR. POINDEXTER: Thank you. MR. GYOTOKU: May I answer that? In fact, Mr. Kato and I, yesterday, discussed that issue about the egress. We were talking about the possibility of putting a stoplight into that entrance there. MR. CHUNG: That's not what I didn't want to hear. MR. GYOTOKU: Okay, I'll take that back. MR. CHUNG: Because that really could become suicidal going down the hill. That's why I'd prefer to see some kind of egress out onto Komohana,just right turn. Because going right out of that development is no problem, but it's turning left. I don't think we need to be an engineer to figure out a safe way of people being able to turn left. I don't know why it's becoming such a big deal, but I've heard from a lot of my constituents. In fact, some people from within that development said, "No, a traffic light is really not a good idea." I know that the Fire Administration is going to be moving there and then there's going to be a higher capacity at some point, but I think we've really got to put our heads together on this one. MR. GYOTOKU: I talked to Traffic and they said that on Komohana, if you put another entrance it's too close to the Mohouli entrance. But, I guess if you're only turning right, that would be okay. MR. CHUNG: Yeah, but that's the engineers, yeah? So, let's talk about this. We can talk about it, but I support this right now. Thank you. CHR. POINDEXTER: Thank you. Any other discussion? (SECOND OR FINAL READING): Bill 153: INITIATES AN AMENDMENT TO ARTICLE XV OF THE HAWAII COUNTY CHARTER (2016 EDITION), BY ADDING A NEW SECTION RELATING TO FISCAL IMPACT STATEMENTS Would require that any proposed amendment or revision to the Hawaii County Charter be accompanied by a Fiscal Impact Statement that describes the immediate and potential future effects the amendment or revision would have on County revenues, expenditures, taxes, and fiscal liabilities. The Fiscal Impact Statement must be prepared in a manner that is easily understood by voters and would be placed on the County website and be made available for inclusion as part of any voter information pamphlet that addresses County ballot propositions.
