Aloha Nelson HO, County Council Members and Community, st-
I am writing this letter of testimony in favor of a"Memorandum of Agreement" and then a formal ?
Memorandum of Understanding between the County of Hawaii Parks and Recreation Department ander '
Hoa Holomoku Sailing Club in Hilo. on
The MOA should be clear and should allow NHH to remain (without threat of eviction by the County Parks
and Rec. Dept.) in the location they have been in with shoreline access on Hilo Bay for several years, and
where they provide the community with all the wonderful sailing instruction and sailing opportunities that
they have offered us all for many years.
This MOA and a then a formal "Memorandum of Understanding" should be drawn up and signed by the
County R & R and NHH to assure the Sailing club(which is a valued and well utilized community
resource)can remain in operation at their current location for years to come without'threat of eviction.
Shore access is just as important for us at NHH sailing club as it is for the canoe clubs all along Hilo
Bayfront. Our club could not operate if we didn't have our boats where they are and at the shoreline for
that access.
The MOU with NHH provides a secure way for us to continue to enjoy all the wonderful opportunities for
sailing on Hilo Bay that this Club Provides. There is no other Sailing Club anywhere on the East Side of
the Big Island. NHH is it. They provide a valuable community resource—sailing instruction for all ages, and
Sailing opportunities for the entire community.
As a club member and past Board Member of NHH, as a Member of the US Coast Guard Auxiliary, as a
paddler, and someone who has been taught, challenged, helped and supported in sailing here at NHH on
HILO BAY, I've found that NHH is by far one of the best groups of people.I've ever had the good fortune.
to learn from, be around/a part of and sail with. Many community members, school groups, church
groups, elders, disabled, paddlers, even Voyagers, of all ages have benefitted from NHH's fine teaching
and sailing instruction and opportunities.
Please consider voting"all in favor" of Na Hoa Holomoku Sailing Club remaining in our past/current
location for the future and a MOU as to this being formalized so Our sailing club is safe from eviction from
HILO Bay and continues to have shoreline access for the Clubs operations. Please do be aware that
without shoreline access the club will not be able to operate. This would be the undoing of Na Hoa
Holomoku Sailing Club. We have enjoyed access from our current location and kept all the space clean
and maintained and followed all the Counties rules and there is no good reason why The County of
Hawaii Parks and Rec Dept has to move us out from this location.
Thank You for considering a MOU so NHH Sailing Club On Hilo Bay can continue to operate at the Hilo
Bay Location where the have been operating all along. Thank You.
Mahalo NUI for the opportunity to present via this written letter of testimony.
Sincerely,
Cynthia Massa,
Hilo Community Member, Registered Voter, NHH Sailing Club Member
