This agreement is to receive $225,000 of federally-derived funds to be used to update the volcanic risk and vulnerability assessment of the Hawaii County Multi- Hazard Mitigation Plan. Also enclosed is a bill for an ordinance amending the Operating Budget to appropriate these funds. Due to the urgent need to utilize these funds, the Department of Research and Development requests that a breach be authorized to submit this resolution and bill after the August 3, 2018 submission deadline, and to waive it from the Finance Committee in order to be placed on the August 22, 2018 Council agenda. They also request that the five-day hold for reconsideration period be waived in order to further expedite this resolution and bill. REQUEST: A Resolution authorizing the County (via the Department of Research and Development), pursuant to HRS §46-7, to enter into a Memorandum of Agreement with the Department of Defense, State of Hawaii, on behalf of its Hawaii Emergency Management Agency, for a $225,000 hazard mitigation planning grant entitled "Planning and Technical Assistance to Update the Risk and Vulnerability Assessment of the Volcanic Hazard." As part of this agreement the County will provide funds in the amount of$75,000 as a cost-share for the project. Also, please amend the Operating Budget 18-68 to appropriate these $225,000 in federal funds. Two waivers are requested that would allow time to execute the MOA and begin the planning process as quickly as possible as part of the Kilauea Eruption long term recovery: 1) A waiver from the Finance Committee, to place the Resolution and Bill on the August 22 agenda. 2) A waiver of the 5-day hold period after approval of the Resolution. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action.
