Funds will be used by the Hawai`i County Police Department to purchase a driving simulator for training supplemental to their Emergency Vehicle Operator Course as well as remedial training to employees involved in traffic collisions. Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $113,387 grant. REQUEST: This is a request to enter into an agreement with the U.S. Department of Justice, Ofice of Justice Programs, for the purpose of purchasing a driving simulator to increase training techiques and exposure in a safe environment. Please create an ordinace to appropirate $113,387. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Hawaii County Police Department will receive support in the form of grant funding from the U.S. Department of Justice, Office of Justice Programs, which funds will be used to procure a driving simulator which will be used by departmental personnel as part of the department's driver training program. This will be used as a supplementary training technique in addition to the Emergency Vehicle Operator Course (EVOC). This equipment will also be used to provide remedial training oppoutunities to employees who are involved in traffic collisions in hopes of reducing recurrences. The video based system will allow the trainer to program in the specific type of vehicle to allow the operator to experience more "life like" driving conditions without any of the perils.
