Re: Operating Budget
In the current Budget Ordinance 18-68, $111,876 is appropriated in the Solid Waste Fund's Glass
Recycling Program account. Additional funding is being provided by the State of Hawai`i for this
program. The Department of Environmental Management requests that this appropriation be
increased by an additional $5,854.

Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these
additional funds into the Department of Environmental Management's Glass Recycling Program
account, bringing the total appropriation to $117,730.

A. REQUEST:
A bill to amend the FY18-19 Operating Budget, Ordinance No. 18-68, to increase the appropriation for
the Advanced Disposal Fee grant as follows:

B. BACKGROUND AND JUSTIFICATION (USE.ADDITIONAL SHEETS AS NEEDED):
Pursuant to Section(s) 342-G-84(b) HRS, the State of Hawaii is authorized to enter into an Advanced Glass
Disposal Fee contract with the County of Hawai`i. The contract is proposing continuation of reimbursement
funding and proposed an Advance Glass Disposal Fee grant of$117,730 for FY2018-19. The $117,730
reimbursement grant is to offset some of the cost of the Glass collection and beneficial reuse of the glass
from July 1, 2018 to June 30, 2019. The Glass container recycling program is highly used by households and
is an important part of the County's landfill diversion program.
