No. 1025/Bill No. 178 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:34 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 178,reports as follows: <br /> Bill No. 178, transmitted by Managing Director Wil Okabe, via Communication No. 1025, dated <br /> August 1, 2018, amends Ordinance No. 07-166, which reclassified lands from Agricultural—one <br /> acre(A-la)to Multiple Family Residential— 5,500 square feet (RM-5.5) at Waiakea, South Hilo, <br /> Hawai`i, covered by Tax Map Key: 2-3-037:015 (Applicant: Michelle A. Mitchell (formerly <br /> Malulani, Inc.) (Area: approximately 1.278 Acres). <br /> Managing Director Wil Okabe forwarded the Windward Planning Commission's favorable <br /> recommendation for this amendment to request an additional five-year time extension to <br /> complete construction of a medical clinic on the property. The property is located on Ponahawai <br /> Street, approximately 650 feet east of its intersection with Komohana Street. <br /> Project Manager Merrick Patten appeared for the applicant and Jeff Darrow from the Planning <br /> Department was present to answer questions. <br /> Jeff Darrow, in response to inquiry by Council Member Aaron Chung, said that the original <br /> owner and applicant applied for multiple family zoning to create apartment buildings, then sold <br /> the property to Michelle Mitchell for a medical building. He stated that in regard to the overall <br /> zoning in the General Plan, it is Medium Density Urban which allows commercial neighborhood <br /> and multiple family uses. Mr. Darrow further explained that the applicant felt that going through <br /> the use permit process was sufficient, and that it went through the required a public hearing. <br /> The vote was then taken on the motion to move this measure to Council with a positive <br /> recommendation and passed with seven "ayes." <br /> PC Report No. 70 <br />
