SUBJECT: A Proposed Amendment to Resolution No. 666-18; A Resolution Authorizing the
Employment of a Private Attorney as Part of an Intergovernmental Agreement
with the State of Hawai`i to Represent the County of Hawai`i and Named County
Officials in Young v. State of Hawai`i,No. 12-17808
Below is a proposed amendment to Resolution No. 666-18. The proposed amendment clarifies
that special counsel will represent County of Hawai`i officials as well as the County of Hawaii.
The proposed amendment is illustrated in Ramseyer format with respect to the contents of
Resolution No. 666-18 and amends the first clause to read (material to be deleted is bracketed
and stricken, material to be added is underscored):
"WHEREAS, on June 12, 2012, George K. Young, Jr. ("Mr. Young") filed a lawsuit
against the State of Hawai`i and various State of Hawaii officials (collectively "State"),
the County of Hawai`i and various County of Hawaii officials (collectively "County")
[and various state and County officials] alleging the denial of his applications for a
license to carry a firearm violated the Second Amendment of the United States
Constitution ("Lawsuit"); and"
