L 18 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF <br /> HOKULE`A AND HAWAI`ILOA FOR HOKIJLE`A:'S RETURN OF NA POHAKU TO <br /> PU'UKOHOLA HEIAU AT KAWAIHAE. <br /> WHEREAS, members of the Polynesian Voyaging'Society sailed the Hai-ilea around <br /> the world on a historic three-year voyage, called the Malama Honua Worldwide Voyage, that <br /> explored and built global partnerships by engaging its communities and practicing how to live <br /> sustainably on"Island Earth"; and <br /> WHEREAS, during the voyage the Hokulea carried Na POhaku from the Pu`ukohola <br /> Heiau and Mauna Kea onboard as its anchor,thus securing the Hokulea-to Hawai`i Island as the <br /> originating end of the Lei of Aloha that circled the world; and <br /> WHEREAS, the Hokulea traveled back to Hawai`i Island, and its crew members <br /> returned Na POhaku to Pu`ukohola Heiau at Kawaihae during a ceremony that represented <br /> significant cultural value to all of Hawai`i; and <br /> WHEREAS, the Friends of Hokulea and Hawai`iloa is a 501(c)(3) nonprofit <br /> organization whose mission is to teach and perpetuate the Hawaiian traditions of building, <br /> restoring, and caring for canoes; and <br /> WHEREAS, the Friends of Hokulea and Hawai`iloa is requesting funds to assist with <br /> reimbursement for food and housing expenses for the crew members of the Hokulea, during the <br /> ceremonial return of Na POhaku to Pu`ukohola Heiau in 2018; and <br /> WHEREAS, one of the goals of the Department of Parks and Recreation is to facilitate <br /> opportunities, such as this culturally significant and educational event, that meet the needs of our <br /> island community while maintaining the cultural uniqueness of our rich heritage and diversity; <br /> and <br /> WHEREAS,p ursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity,service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 9 will be appropriated to the Department of <br /> Parks and Recreation to provide a grant to The Friends of I=lokule a and Hawai`iloa for <br /> Hokulea's return of Na POhaku to Pu`ukohola Heiau at Kawaihae, <br />
