A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
HOKULE`A AND HAWAI`ILOA FOR THE HOKULE`A'S CEREMONIAL RETURN
OF NA POHAKU TO PU'UKOHOLA HEIAU IN WEST HAWAII.
WHEREAS,members of the Polynesian Voyaging Society sailed the Hokulea around
the world on a historic three-year voyage, called the Malama Honua Worldwide Voyage, that
explored and built global partnerships with the goal to improve our oceans and"Island Earth";
and
WHEREAS,the Malama Honua World Wide Voyage carried Na Pohaku aboard the
Hokule`a from the Pu`ukohola Heiau and Mauna Kea as its anchor, thus securing the Hokule`a to
the Hawaiian Islands throughout its three year journey; and
WHEREAS,the Hokulea crew members will return Na Pohaku to the Pu`ukohola
Heiau during a ceremony that represents significant cultural value to all of Hawai`i; and
WHEREAS, the Friends of Hokule`a and Hawai`iloa is a 501(c)(3) nonprofit
organization whose mission is to teach and perpetuate the Hawaiian traditions of building,
restoring, and caring for canoes; and
WHEREAS, the Friends of Hokule`a and Hawai`iloa is requesting funds to assist with
reimbursement costs for food, drinks, and supplies for the crew members of the Hokule`a, for the
ceremonial return of Na Pohaku to Pu`ukohola Heiau in August 2018; and
WHEREAS, one of the goals of the Department of Parks and Recreation is to facilitate
opportunities, such as this culturally significant and educational event,that meet the needs of the
Big Island community
while maintaining the cultural uniqueness of our rich heritage and
diversity; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Parks and Recreation to provide a grant to The Friends of Hokule`a and Hawai`iloa for the
Hokulea's ceremonial return of Na Pohaku to the Pu`ukohola Heiau in West Hawai`i.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit copies of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
