RESOLUTION NO. 669 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE WEST HAWAII
VETERANS CEMETERY DEVELOPMENT AND EXPANSION ASSOCIATION, INC.,
TO PURCHASE A MEMORIAL STONE FOR THE SCATTERING GARDEN AT THE
WEST HAWAII VETERANS CEMETERY-PU`U HO`OMAHA 0 NA POT KOA 0
HAWAII KOMOHANA.
WHEREAS, the West Hawai`i Veterans Cemetery Development and Expansion
Association, Inc., (WHVCDEA) is a 501(c)(3) nonprofit organization consisting of veteran
organizations, individual veterans, and citizens that have organized and facilitated countless
projects at the County's West Hawai`i Veterans Cemetery-Pu`u Ho`omaha 0 Na Po`e Koa 0
Hawaii Komohana(WHVC) in honor of our veterans; and
WHEREAS, WHVC has a Scattering Garden where ashes are scattered upon it, serving
as a peaceful resting place for loved ones to visit; and
WHEREAS, WHVCDEA has requested funds to purchase a memorial stone that will be
adorned with individual name plates that identify, memorialize, and honor armed services
personnel and their families who wish to have their ashes dispersed in the Scattering Garden at
WHVC; and
WHEREAS, WHVC has been designated "Shrine Status"by the Veterans Administration
(VA), which makes it one of only three State-owned veterans' cemeteries in the nation to receive
this honor; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Parks and Recreation to provide a grant to WHVCDEA to purchase a memorial stone for the
Scattering Garden at WHVC.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
