This bill establishes the procedures and processes to be used by affected property owners to pay these assessments. It also establishes the procedures and processes for the County to collect and process the assessments and to provide the Director of Finance authorization to take or direct the taking of all such actions that may be necessary or appropriate in order to collect and enforce the collection of these assessments. Time is of the essence regarding this matter. We therefore ask that it be waived from the Finance Committee in order to be placed on the September 19, 2018 Council agenda. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
