This program is to collect data to map flood-prone areas for land-use management and the planning and designing of flood management systems such as bridges, culverts and levees. The Department of Public Works is requesting that this resolution be waived from the Finance Committee and be placed on the September 19, 2018 Council agenda due to the time-sensitive nature of this agreement. REQUEST: II A resolution, authorizing the Mayor to enter into an intergovernmental agreement between the County of Hawai'i and the U.S. Geological survey (USGS)for the purposes of continuing the cooperative flood- monitoring program on the island of Hawai'i. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): This agreement with the USGS is an annually budgeted,joint funding agreement where the County of Hawai'i contributes $45,472 toward the flood-monitoring program for the collection of long-term systematic data of annual peak streamflow. The data collected is used to map flood-prone areas for land use management, and planning and designing flood management systems such as bridges, culverts, and levees. Request that this Resolution waive the Finance Committee to be heard at County Council due to the time sensitivity of this agreement. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
