Atari not COUNTY CLERK COUNTY OF HAWAII ETLL I5', pe.2 RECEIVED 'a LJ ('�DMM. gg County Council Testimony Time -©©pm++ By Date (0 I 1 Bill 159 My name is Ritchie Henderson and I am providing testimony on the Bill 159, a proposed 0.250% increase to the GET to be administered by the State of Hawaii for the benefit of the County of Hawaii. All taxes remove money from the people and that means they have less to spend. As the Council, your job should be to regulate the Administration's spending. This is done by and through the budget. It is understandable that recent events have caused unquestionable losses in property and property values that support real property taxes. As a matter of course, Federal and State reimbursements are coming to offset expenses incurred by the County in Lower Puna. However, there will be a time delay in the reimbursement recovery of monies spent and to this is what Bill 159 hopes to relieve. If the Council can take responsibility to hold the Administration accountable for the use and disbursement of funds generated by this Bill, then it is and would be best for all. With all the recent talk of needing "regulate" STVR a private sector economic endeavor, I feel it is just as important to "REGULATE" government spending.
