COUNTY OF HAWAII -4 ��- STATE OF HAWAII <br /> • �rF OFN'� ' <br /> BILL NO. 162 <br /> ORDINANCE NO. 18 83 <br /> AN ORDINANCE DESIGNATING TAX MAP KEY 2-1-003:013 AS "HAPPINESS <br /> GARDENS" AND AMENDING CHAPTER 15,ARTICLE 8, SECTION 15-68.1 OF THE <br /> HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO THE <br /> PARKS AND RECREATIONAL FACILITY SCHEDULE. <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br /> SECTION 1. Purpose. The purpose of this ordinance is to officially name the County <br /> park situated at Tax Map Key: 2-1-003:013, located on Waiakea Peninsula at the mouth of <br /> Wailoa River where it empties into Hilo Bay,pursuant to chapter 15, article 8, section 15-68, <br /> Hawai`i County Code 1983 (2016 Edition, as amended), which provides that all County parks <br /> and recreational facilities shall be named by ordinance and included in the parks and recreational <br /> facilities schedule, codified as section 15-68.1. <br /> Chapter 15, article 8, section 15-67(a)(1)(A) of the Hawai`i County Code 1983 (2016 <br /> Edition, as amended) states that the naming of any aesthetic area shall "retain any existing name <br /> which has been historically accepted through common usage.".In 1976, Kazuo Nakamura, a <br /> landscape designer from Kyoto, Japan, conceived of Happiness Gardens while overseeing <br /> construction of the nearby two-acre rock garden, a bicentennial gift to the people of Hilo, at <br /> Lili`uokalani Gardens. Mr. Nakamura built Happiness Gardens at no cost to the public, with <br /> local construction companies, firms, and senior citizens donating materials and labor for the <br /> project. Happiness Gardens was dedicated on May 11, 1979. A stone plaque installed at the site <br /> dedicates the park to all senior citizens of the island of Hawai`i. <br /> Therefore, the park located on the subject parcel shall be named in the parks and <br /> recreational facility schedule as "Happiness Gardens." <br /> SECTION 2. Chapter 15, article 8, section 15-68.1 of the Hawai`i County Code 1983 <br /> (2016 Edition, as amended), the parks and recreational facility schedule, is amended by adding a <br /> new park listing to the"Hilo/Hamakua" section to be appropriately inserted and to read as <br /> follows: <br /> "Happiness Gardens" <br /> SECTION 3.New material is underscored. In printing this ordinance, the underscoring <br /> need not be included. • <br />
