No. 1040/Bill No. 185 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:08 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 185, reports as follows: <br /> Bill No. 185, transmitted by Finance Director Deanna S. Sako, via Communication No. 1040 <br /> dated August 15, 2018, amends Ordinance No. 18-68, as amended, the Operating Budget for the <br /> County of Hawai`i for the fiscal year ending June 30, 2019. <br /> This bill increases revenues in the State Grants—Recycling Program account ($5,854); <br /> and appropriates the same too the Glass Recycling Program— State account, for a total <br /> appropriation of$117,730. Funds would be used by the Department of Environmental <br /> Management to offset a portion of the cost of glass collection and reuse. <br /> George Hayducsko, Recycling Coordinator, explained that the Glass Recycling Program does <br /> not apply to Hi5 glass but rather glass collected at transfer stations which the vendor transports <br /> and recycles. Mr. Hayducsko noted that under the terms of the contract, the vendor is not paid <br /> until items have been recycled. He also noted that the grant does not cover all costs <br /> (approximately forty-six percent of recycling expenses) and the community pays for the <br /> remaining expenses. He also explained that this type of glass, as well as a small amount of <br /> newspaper, are the only items recycled or reused that are utilized entirely on this island. <br /> Council Member Eileen O'Hara inquired what these recycled material being kept on island are <br /> used for.
