Your Committee on Finance, to which was referred Bill No. 185, reports as follows:
Bill No. 185, transmitted by Finance Director Deanna S. Sako, via Communication No. 1040
dated August 15, 2018, amends Ordinance No. 18-68, as amended, the Operating Budget for the
County of Hawai`i for the fiscal year ending June 30, 2019.
This bill increases revenues in the State Grants—Recycling Program account ($5,854);
and appropriates the same too the Glass Recycling Program— State account, for a total
appropriation of$117,730. Funds would be used by the Department of Environmental
Management to offset a portion of the cost of glass collection and reuse.
George Hayducsko, Recycling Coordinator, explained that the Glass Recycling Program does
not apply to Hi5 glass but rather glass collected at transfer stations which the vendor transports
and recycles. Mr. Hayducsko noted that under the terms of the contract, the vendor is not paid
until items have been recycled. He also noted that the grant does not cover all costs
(approximately forty-six percent of recycling expenses) and the community pays for the
remaining expenses. He also explained that this type of glass, as well as a small amount of
newspaper, are the only items recycled or reused that are utilized entirely on this island.
Council Member Eileen O'Hara inquired what these recycled material being kept on island are
used for. Mr. Hayducsko stated the material is used in concrete, landscaping, drainage purposes,
and septic systems.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 185, and
recommends its passage on first reading.
