RESOLUTION NO. 697 18
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO PROJECT VISION
HAWAII TO PURCHASE A MOBILE HYGIENE UNIT TO BE USED AT DISASTER
RELIEF LOCATIONS AND HOMELESS ENCAMPMENTS.
WHEREAS, Project Vision Hawaii is a 501(c)(3)nonprofit organization whose mission
is to help the community to achieve better access to healthcare; and
WHEREAS, good hygiene is an essential part of healthcare that requires access to clean
water and bathing facilities, which is a basic human right that projects an inalienable sense of
dignity and renewed hope; and
WHEREAS, Project Vision Hawaii is requesting funds to purchase a mobile hygiene
unit to be used at disaster relief locations and homeless encampments across Hawaii Island; and
WHEREAS, humanitarian endeavors, such as assisting with disaster relief operations
and helping the homeless, fall within the Department of Parks and Recreation's program to
promote,perpetuate, and encourage activities in humanities; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Parks and Recreation to provide a grant to Project Vision Hawaii to purchase a mobile hygiene
unit to be used at disaster relief locations and homeless encampments.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
