The funds will be used for Housing Assistance Payment subsidies. In the current fiscal year's budget, $18,895,000 is appropriated for this grant. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the additional funds into the Office of Housing and Community Development's Voucher Rental Subsidies account, and bringing the total grant appropriation to $18,948,293. The 2018-2019 Operating Budget to increase the Budget in the Housing Fund as follows: The Office of Housing and Community Development is requesting the appropriation of $ 53,293.00 to the Housing Choice Voucher Program (Account Number 152.3301.54). This amount represents a projected increase in revenues from the US Department of Housing and Urban Development (HUD) to be use for Housing Assistance Payment subsidies, and is to cover the expenditures account number 152.461.5466.30.371, Voucher rental subsidies. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): On September 5, 2018, the County of Hawaii (County) was informed that HUD approved the County to receive an allocation of six (6) Fiscal Year 2017 Mainstream Voucher Program vouchers. The proposed effective date is November 1, 2018. The Mainstream Voucher Program will help provide non-elderly persons with disabilities immediate access to permanent housing. The increase in appropriation reflects the updated allocation to be received from the U.S. Department of Housing and Urban Development for the 12-month period starting November 1, 2018 for the Housing Choice Voucher HCV (Section 8 program).
