Re: Operating Budget
In the current Budget Ordinance 18-68, $600,000 is appropriated in the Civil Defense Agency's
State Homeland Security Program FY18 account. The actual funding provided however, is
$720,000 and will be used towards retrofitting hurricane shelters and key County facilities,
providing upgrades to the Hawai`i County emergency operations center, to continue coordination
and collaboration with the island's community and to provide CERT training.
Enclosed is a bill for an ordinance amending the Operating Budget by increasing the appropriation
of the Civil Defense Agency's State Homeland Security Program FY18 account, bringing the total
appropriation to $720,000.

A. REQUEST:
Council to approve receipt of additional grant funds.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In the 2018-2019 budget, Civil Defense budgeted $600,000 to be awarded from the 2018 Homeland Security
Grant Program. Upon time of award, Hawaii County Civil Defense received $720,000 total for the 2018
Homeland Security Grant. An additional $120,000 was awarded and needs to be accepted by Council in
order for Civil Defense to utilize. A breakdown of the grant is as follows: $360,000 to Retrofitting Hurricane
Shelters and Key County Facilities, $340,000 to continue upgrades to the Hawaii County Emergency
Operations Center, and $20,000 to the continued coordination, collaboration with the Whole Community and
CERT Training for Hawaii County.
