Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter an agreement with the University of Hawaii to provide
$7,994.80 to fund their proposal, Artificial Insemination as a Tool to Improve Livestock
Genetics in Hawaii County. The funds will be used to allow the University to conduct
training with beef and swine producers on artificial insemination techniques, record
keeping and basic herd management, and to prepare publication material.

A. REQUEST:
Resolution authorizing County (via R & D) to enter into agreement with the University of Hawaii, to provide
funding for its "Artificial Insemination as a Tool to Improve livestock Genetics in Hawai`i County" proposal.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with the University of Hawaii, a public body, for the purposes of funding its program,
"Artificial Insemination as a Tool to Improve livestock Generics in Hawai`i County", pursuant to HCC 2-
139(3)(c).
The introduction of superior livestock genetics from mainland breeders is economically unfeasible due to animal
importation regulations and transportation costs to the islands. The artifiicial insemination (Al) technology is
available, but active local inseminators are not available and training is needed. With education, producers
can revitalize the process thus alleviating the need to import expensive breeding stock. Al is the fastest and
most economical way of improving livestock genetics on Hawaii island.
This proposal is for $7,994.80 and will allow for the University of Hawaii to conduct training with beef and swine
producers on Al techniques, record keeping of animals on the farm and prepare publication materials on Al
technology, record keeping and basic herd management.
Funds are from 2018-19 Fiscal Year Budget.
