Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter an agreement with the University of Hawai`i to provide
$7,000 to fund their proposal, Applied Research for Grafting Macadamia, Cacao, and
Avocado. The funds will be used to allow the University to conduct training of four
grafting techniques with macadamia nut, avocado and cacao producers.

A. REQUEST:
Resolution authorizing County (via R & D) to enter into agreement with the University of Hawaii, to provide
funding for its "Applied Research for Grafting Macadamia, Cacao, and Avocado" proposal.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with the University of Hawaii, a public body, for the purposes of funding its program,
"Applied Research for Grafting Macadamia, Cacao, and Avocado", pursuant to HCC 2-139(3)(c).
Macadamia, avocado and cacao are existing and potentially economically significant crops in Hawaii County.
To maximize production of these crops, grafting clonal varieties on seedling rootstock is the standard
practice. There is a limited availability of grafted trees, especially in large quantities. Grafting is an asexual
method of propagating plants to retain scion cultivar growth, floral and/or fruit characteristics, disease
resistance, reduce time to flower/fruiting and to maximize the use of limited propagative material if it does not
root by stem cuttings.
This proposal is for $7,000.00 and will allow for the University of Hawai`i to conduct training with four grafting
techniques with the macadamia. avocado and cacao producers.
Funds are from 2018-19 Fiscal Year Budget.
