Hilo, Hawai`i 96720 Lai Co Re: Resolution Accepting Donation Enclosed is a resolution accepting the donation of 12,000 respirator masks from `Ghana Health Plan, 500 Ala Moana Boulevard, Building 1, Suite 1D, Honolulu, Hawai`i 96813. These masks were distributed to the Puna, Keil.- and Hilo districts to help ensure the health and safety of those affected by volcanic ash emitted during the recent Kilauea eruption. REQUEST: Resolution authorizing the acceptance and appreciation of a donation of 12,000 respirator masks towards ensuring the health and safety of the community from volcanic ash emssions. The emissions took place over a over a 3-month period and originated from the Kilauea summit and its East Rift Zone, posing a health threat to residents and visitors. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Article XIII, Section 13-12 of the Hawaii County Charter provides that the Council, on behalf of the County, may accept gifts of donations of money, securities or other personal property or of real estate or any interest in real estate, and Chapter 2, Article 30, Section 2-162(a) of the Hawaii County Code states that any gifts or donations of money, securities, or personal property which fall within the capitalization procedures of the Department of Finance, may be accepted by Resolution approved by the council. A donation of respirator masks was received and distributed in the Puna, Kau and Hilo districts. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
