Re: Resolution Accepting Donation
Enclosed is a resolution accepting the donation of 150 HDX N95 respirator masks and
120 3M brand particulate respirator masks from Stanley B. Palms, P.O. Box 189,
Bucoda, Washington 98530. This donation was made in memory of Florence Keuapuni
Naeole and the masks were distributed to the Puna community to help ensure the health
and safety of those affected by volcanic ash emitted during the recent Kilauea eruption.

A. REQUEST:
Resolution authorizing the acceptance and appreciation of a donation of respirator masks towards ensuring
the health and safety of the Puna community from volcanic ash emssions. The emissions took place over a
over a 3-month period and originated from the Kilauea summit and its East Rift Zone, posing a health threat
to residents and visitors.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Article XIII, Section 13-12 of the Hawaii County Charter provides that the Council, on behalf of the County,
may accept gifts of donations of money, securities or other personal property or of real estate or any interest
in real estate, and Chapter 2, Article 30, Section 2-162(a) of the Hawaii County Code states that any gifts or
donations of money, securities, or personal property which fall within the capitalization procedures of the
Department of Finance, may be accepted by Resolution approved by the council.
A donation of one hundred fifty (150) HDX N95 respirator masks and one hundred twenty (120) 3M brand
particulate respirator masks was received and distributed to the Puna community.
Donation made in memory of Florence Keuapuni Naeole.

RE: Resolution No. 701-18 : RESOLUTION AUTHORIZING THE ACCEPTANCE
OF A DONATION OF RESPIRATOR MASKS TO THE COUNTY OF HAWAII
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
