Arakaki and Members of the County Council County of Hawaii Hilo, HI 96720 Dear Chairman Arakaki and Council Members: Upon the request of Mayor Minoru Ishizaka of Ika_~o-Machi and the Hawaii Island Japanese Community Association, we are endorsing and seek the Council's approval in establishing a sister-city relationship with Ikaho-Machi, Japan. To this effect, the following documents are enclosed in support of this proposal: • Resolution No. 16 as required by Ordinance 93-102. • Draft of the Agreement between Mssrs. Yamashiro and Ishizaka providing covenants regarding the sisterhood. (English and Japanese documents will he signed.) • Draft of Service Agreement between the County of Hawaii and the Hawaii Island Japanese Community Association. • Data sheet describing Zkaho-Machi. Upon approval of the Resolution, both agreements will be finalized and prepared for a formal signing agreement ceremony at the next appropriate occasion. It is possible that a contingent of officials from Ikaho-Machi will be visiting the Big Island beginning January ].9, 1997. WHEREAS, in conformance to Ordinance 93-102 dated October 8, 1993, as it relates to the establishing of sister city relationships; and in support of Resolution No. dated , creating a sister city relationship between the County of Hawaii and Ikaho-Machi, Japan, the following is pertinent; WHEREAS, to nurture and sustain a continuing and purposeful relationship between these two communities, mutually agreed covenants to enhance this new association is worthy of consideration, NOW, THEREFORE, BE IT RESOLVED that reciprocally accepted recitals are herewith consented to as follows: 1. There shall be a minimum of one goodwill mission exchanged within a five-year period; the first shall occur before December 31, 2001. Appropriate community, civic and service organizations shall be invited as participants and or facilitators for these occasions. 2. If available, exchange of documents on a regular basis will be programmed to facilitate interaction and communication, e.g., constitutions/charters, data books, annual reports, newsletters, various codes, special studies/reports, etc. 3. A student exchange program shall be pursued and initiated if feasible using resources such as the University of Hawaii-Hilo, the Department of Education and the participating schools. 4. An informational clearing house shall be established on the Big Island and Ikaho-Machi to provide interested and potential travelers with brochures, maps, periodicals and other documents for the purpose of easier access to travel information, and or economic opportunities on each respective island. S. Any other interaction in the form of educational, cultural, technical, trade, political, industrial or professional ideas having potential benefits shall be shared whenever possible. NOW, BE IT FURTHER RESOLVED that the terms of this agreement are deemed to be mutually acceptable by Ikaho-Machi, Japan and the Big Island, County of Hawaii, as is attested and with the signatures affixed below. This SERVICE AGREEMENT shall be in conformance with Resolution dated and Ordinance 93-102 dated October 8, 1993. It is hereby attested that the undersigned parties shall, to the best of their respective ability, agree to the following covenants, to wit: COUNTY RESPONSIBILITIES • Initiate and coordinate the planning of visitations to Ikaho-Machi; said visitations are recommended to occur ' once every five years as stated in Ordinance 93-102. • Accord mailing services as requested by the Hawaii Island Japanese Community Association. • Provide and/or share entertainment, meal and logistical expenses. • Provide and/or share expenses for gifts, mementos, leis, etc. • Transmit the County's annual report, applicable brochures, other documents of interest, and video tapes as appropriate. • Document visitations to include a pictorial account of important events in the relationship. HAWAII ISLAND JAPANESE COMMUNITY ASSOCIATION RESPONSIBILITIES • Assist in the coordinating and planning of official visitations. • Assist in the hosting of sister-city guests, be it on formal visitations or courtesy calls. • On private sector tours to Ikaho-Machi, visitors may serve as the County's ambassadors of goodwill and deliver appropriate greetings and mementos from the County. • Encourage exchange programs, be it cultural, trade, agricultural, scientific, student, etc. • Maintain an open line of communication with Ikaho-Machi. • Consider trade mission(s) tied in with commensurate exposition(s). History Ikaho has long been known throughout Japan as a beautiful natural hot springs town since it was found in the 10th century. 2. Location and population [kaho town is located in the ceter part of Gu?una prefecture northeastward from Tokyo by 130 kilometers and it is located on the upper slope of Mount Haruna at an averaged elevation of 750 meters. [t covers an area of 22.32 square kilometers. Ikaho's population stands at 4.300 people. 3. Main industries They are tourism and tourism related industries. There are about 60 hotels which have sleeping accommodations for 12.000 guests. 2.500,000 tourists come to [kaho every year. 4. Administration in [kaho The town council is constituted 14 members who are elected by the towns- people. (Their term of office are for 4 years. We will have the election on September the 29th in this year.) Under the mayor. there are an assistant mayor, a treasurer and about 150 office clerks. 5. Public institutions There are a preschool. an elementary school. a junior high school. a gymnasium and a baseball ground. 6. The tourist industries and the sights There area lot of good places to see.
