Your Committee on Public Works and Parks and Recreation, to which was referred Res. No. 680-18,
reports as follows:
Res. No. 680-18, transmitted by Allan G. Simeon, Director of Public Works, via Communication 1058
dated August 16, 2018, is a resolution for a variance from Chapter 3, Section 3-12(a) Hawai`i County
Code 1983 (2016 Edition, as amended), to allow one ground sign at the new entrance to the Hawai`i
Ocean Science and Technology Park, at the intersection of Kaiminani Drive and Queen Ka`ahumanu
Highway, Tax Map Key: (3) 7- 3- 043:113 (Zoned"0" Open District).
Ms. Laurence Sombardier, Senior Staffer with the Natural Energy Laboratory of Hawaii Authority
(NELHA), which hosts the Science and Technology Park, described the benefits of the new sign and
why a variance request to allow a larger sign was necessary. Due to the newly created entrance to
NELHA, as the result of highway improvements to Queen Ka`ahumanu Highway, a larger size sign was
necessary to allow for adequate visibility from the new four-lane highway and signaled intersection.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Res. 680-18, and recommends its adoption.
