RESOLUTION NO. 710 IS'
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HILO-HAMAKUA
COMMUNITY DEVELOPMENT CORPORATION TO ASSTST WITH THE SAKADA
DAY CELEBRATION 2018.
WHEREAS, Governor David Y. Ige signed into law Act 7 (Session Laws of Hawaii
2015), establishing December 20 as `Sakada Day' annually in Hawaii, to recognize the
historical significance of the arrival of the first Sakadas, and also the contributions of Filipinos to
Hawai`i's economically diverse and multicultural society; and
WHEREAS, Hilo-Hamakua Community Development Corporation (HHCDC) is a
501(c)(3) local nonprofit that promotes our cultural heritage and supports community activities;
and
WHEREAS, HHCDC is working with the University of Hawaii at Hilo and the Hawaii
Island Sakada Day 2018 committee to organize the Sakada Day Celebration 2018; and
WHEREAS, HHCDC is requesting funds to assist with expenses including; printing,
marketing, materials and supplies, and equipment rentals for this year's Sakada Day Celebration,
which will be held on December 16, 2018, at the Kula`imano Community Center in Pepe`ekeo;
and
WHEREAS, one of the goals of'fhe Department of Research and Development is to
support sustainable agricultural practices by promoting educational opportunities designed to
build skills and capacity in the farming community and to support local, national, and
international promotion of locally produced agricultural products; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the the Department of
Research and Development to provide a grant to Hilo-Hamakua Community Development
Corporation to assist with funding for the Sakada Day Celebration 2018.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and the Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
