COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 714 18 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII <br />ISLAND CULTURAL AWARENESS PROJECT FOR THE REIMBURSEMENT OF <br />PUBLIC SAFETY AND SANITATION EXPENSES INCURRED FROM THE 25TH <br />ANNUAL KWXX HO`OLAULE`A. <br />WHEREAS, the Hawaii Island Cultural Awareness Project (HICAP) is a 501(c)(3) <br />nonprofit organization that provides charitable activities and educational events in support of <br />cultural media on Hawaii Island; and <br />WHEREAS, HICAP, in conjunction with KWXX FM, continued its ongoing efforts to <br />educate and build awareness of the culture and history of Hawaii Island through the 25th annual <br />KWXX Ho`olaule`a, a drug-free, alcohol -free, family -friendly, live -music block party that was <br />free and open to the public; and <br />WHEREAS, the 25th annual KWXX Ho`olaule`a was held in Hilo on September 29, <br />2018, and drew thousands of revelers from around Hawaii Island; and <br />WHEREAS, HICAP has requested funds for the reimbursement of expenses to defray <br />the cost of providing police protection, security, medical assistance, traffic safety signage and <br />equipment, sanitation, and post -event cleanup; and <br />WHEREAS, the Department of Liquor Control supports public programs that promote <br />drug-free and alcohol -free community events; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />Contingency Relief funds from Council District 2 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Hawaii Island Cultural Awareness Project for the <br />reimbursement of public safety and sanitation expenses incurred from the 25th annual KWXX <br />Ho`olaule`a. <br />BE IT FURTHER RESOLVED that the Council. of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
