HomeMy WebLinkAboutRES 723 Draft 01 2016-2018COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 723 IS A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO WAIKOLOA DRY FOREST INITIATIVE FOR POST -FIRE FOREST RESTORATION. WHEREAS, the Waikoloa Dry Forest Initiative (WDFI) is a 501(c)(3) nonprofit organization that provides an outreach and education program to raise awareness about the native Hawaiian dry forest ecosystem and promotes Hawaiian culture and volunteerism; and WHEREAS, the WDFI manages a 275 -acre dry forest reserve and restoration project near Waikoloa Village that contains extremely rare native Hawaiian plants and some federally designated endangered tree species, of which some 24 acres within the preserve was burned by the August 3, 2018, fire; and WHEREAS, the WDFI has been focusing its management on threat control, by increasing the number of native plants within the preserve and eliminating the fire -prone fountain grass in the area; and WHEREAS, the WDFI has requested funds for expenses relating to its post -fire forest restoration project, including but not limited to seed banks, cultivation tools, and material costs for its continued efforts to protect and preserve the native plants and trees within; and WHEREAS, the Hawaii Fire Department supports WDFI and its introduction of low - fuel native plants in lieu of fire -prone fountain grass, which promotes the safety, health, and quality of life of our island community; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit .organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF.THE COUNTY OF HAWAII that Contingency Relief funds from Council District 9 will be appropriated to the Hawaii Fire Department to provide a grant to Waikoloa Dry Forest Initiative for post -fire forest restoration. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,500 OUT AND FROM: 010.1.01.5101.91 Clerk -Council SVC -- Contingency Relief $2,500 CREDITED TO: 010.221.5221.02 Hawaii Fire Department Fire Protection OCE 115 Misc. Contract Services (Waikoloa Dry Forest Initiative - Post -Fire Forest Restoration) $2,500 BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Fire Chief and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
