Your Committee on Planning, to which was referred Bill No. 189, reports as follows:
Bill No. 189, transmitted by Mayor Harry Kim, via Communication No. 1064, dated September 5,
2018, amends the State Land Use Boundaries Maps for the County of Hawaii by changing the
district classification from the Agricultural District to the Urban District at Waiakea, South Hilo,
Hawai`i, Hawaii Tax Map Keys: 2-4-001:177, 185, and 186 (Applicant: Hawai`i Island
Community Development Corporation) (Area: approximately 9.379 acres)
Mayor Harry Kim forwarded the Windward Planning Commission's favorable recommendation
for this amendment for the Mohouli Heights Senior Neighborhood Project, which seeks to
provide affordable housing and other related senior services in South Hilo. The properties are
located 608 feet west of the intersection of Mohouli Street and Komohana Street.
Program Manager Jeff Darrow and Planner Shancy Watanabe from the Planning Department
came forward to explain this project. Mr. Darrow stated that this project is the Mohouli Heights
Senior Affordable Housing, and explained that this boundary amendment would cover the entire
property to make sure that it is in the proper State Land Use District.
The vote was then taken on the motion to move this measure to Council with a positive
recommendation and passed with 7 "ayes."
Your Committee on Planning is in accord with the purpose and intent of Bill No. 189, and
recommends its passage on first reading.
