APPROVAL The Chair directed the Council to proceed to the next order of business, Approval OF MINUTES: of Minutes. Motion to Approve: Ms. Poindexter moved to approve the Minutes of July 2, 2014 and July 24, 2015. Seconded by Mr. Paleka. CHR KANUHA: Any discussion on the approval of minutes? Ms. Wille. MS. WIL,LE: You know, this is—we're going back to 2014 and some 2015 and I'm not sure if I'm going to have time to do it, but I really think that we ought to consider now, no longer doing word for word minutes. We now have the audio on the internet and we have it archived and maybe doing it where we don't do it as a general rule, but if a Council Member, like a constituent comes in and asks for something, that if the Council Member requests the minutes or a portion you know, during a session, that we do so. I just think, as a taxpayer, that really, now especially that we've got the audio, you know, accessible and it's all typed on there. So, I just want to mention that. I'm trying to get a bunch of things—not sure how high that is on my priority, but I do think just being responsible and moving on, now that we've added this other service. Here it is, 2014, if it said from last month, you know, when we were doing such and such and were following through, would be another thing, but we're just anyway, I don't want to belabor the point, but I don't want it to get, you know, lost. CHR KANUHA: Thank you. Mahalo for the mention. I'll talk to the Clerk's office to see the possibilities and if there's any rules and regulations regarding those notes. So, we can talk about that at some point. MR. HENRICKS: We certainly can, but just for clarification, I don't know if you're implying that the verbatim minutes somehow are more time consuming and costly, but that has not been our experience. Doing summary minutes can be even more time consuming because it requires analysis of issues and providing basically perspective. So, we have looked into all of these options to try to find the most efficient, best way to provide sound minutes that meet the legal requirement. So, I assure you of that and we of course can continue conversations. Thank you. WIL,LE: I can appreciate that and doing summary meetings, because you're having to make judgements all along the way. I'm really saying we eliminate the minutes. I hear your head shaking. We do reports, you know? Like right now CHR KANUHA: We're required to provide minutes. State Law. MS. WIL,LE: Well, then I MS. POINDEXTER: Point of order. MS. WIL,LE: Okay, I won't go on. MS. POINDEXTER: I think we're moving the approving, but good discussion. CHR KANUHA: Thank you. Mr. Onishi. MR. ONISHL Thank you, Mr. Chair. I just wanted to make a comment. If we keep the meetings short and simple, then the minutes for taking notes is going to be much faster, okay? But, if we put in legislation, then we cancel or postpone or defer or withdraw, then all that time is taken up and all that has to be MS. POINDEXTER: But CHR KANUHA: Wait, hold on. No, wait. Hold on. I'm not going to recognize anybody. If there's anything about the substance of these minutes, I'll let you speak on the substance, not on the way of how we do minutes. MS. POINDEXTER: Thank you. Page 6 Hawaii County Council-50 September 21, 2016 MS. EOFF: Thank you, Mr. Chair. I'd like the Sayres to come back up, if they would. And I think Chief Honda is in Hilo, if he wouldn't mind also. (Note: At this time, Dr. Frank Sayre and Mallery Sayre came forward to address the members of the Council.) MS. EOFF: And before I ask Chief Honda to say a few words in behalf of the administration, I'd just like to say how much I appreciate the Sayres and how they've demonstrated what good can come out of a tragedy in life. And kind of speaks to a whole philosophy of living and especially here in Hawaii, how we support each other, we support the community. And I think it's been so appealing, not only for you folks personally, but for all of us to see how you transformed that tragedy into just being able to support not only the Fire Department, but showing our community the support that we can all give to one another. So, I think most people know that the Daniel Sayre Foundation was named after your son and that you've organized, I think 19 dinners that have raised over $1 million and that money has gone to provide rescue equipment and training for the type of rescue that we see here on the Big Island, cliffside, water, all of that. And the equipment has, like you said earlier, Laura, saved lives. And not only that, but when I first got closer to the foundation and what your mission and what your purpose is, was when I first worked for Angel and we helped prepare certificates to the fire fighters who performed heroic rescues each year. And so, each year since, I guess that would be 2005, I've also read and watched what actually does go on when the firemen have to perform serious rescue operations. And just for you to bring that to light so that everybody realizes how important the Fire Department is and how the money that you've raised helps everybody. I just think it's been so wonderful that honoring you in this way and making sure the memory of your son does live on, I think this is just so perfect that we can do this. Makalei Fire Station is right above my house, so I'm going to be driving by every day and I'll definitely feel so happy that this has happened. Before I let you folks speak, I'm just going to ask Chief HondaI wanted to thank Mayor Kenoi for suggesting this, that we do this and for going through the, not only bringing this to the Council, but to have the department, both the Fire Department and Public Works work on getting the sign designed and set in place. I know we're not done with that part yet, there's going to be a more permanent sign, but I think Neil Azevedo from Public Works really helped move the project along, as did Chief Honda, so I'm going to let Chief Honda say a few words. (Note: At this time, Assistant Fire Chief Glenn Honda came forward to address the members of the Council.) Page 7 Hawaii County Council-50 September 21, 2016 MR. HONDA: Good morning. This is a very humbling opportunity for the community to recognize the Sayre Foundation for their commitment and contributions, not only to the Fire Department, but the community at large. And annually, we are reminded of the sincere contribution that the Sayres made and you know, I don't know if this even meets the level of, or equals the level of gifting that they've provided. But, we certainly hope that renaming or adding Daniel's name to the property is a small gift and token of our appreciation. Thank you. MS. EOFF: Thank you. Do you want to add anything while you're here? MR. SAYRE: I can't. MS. EOFF: Okay, that's okay, I understand. I don't think we really expect you to. MRS. SAYRE: Well, we couldn't do this without you. It's the Hawaii County Council working hand in hand with our foundation and with the Fire Department that makes this possible. And to have your unanimous support each and every time I receive a resolution from you, means everything to us. I think it's community at its finest. I think without this community and the generosity in all of you who gives so much of your time and effort, we would not have been able to accomplish any of this. So, each one of you is very dear to us as is Mayor Kenoi and the Fire Department, the Fire Chiefs and Glenn, always. He's always there at every event, always there to help us. Our event was a tragedy, but Chief Olivera said a few years back when he was Fire Chief, that the men feel our son's presence on every event, that he's there with them and to have this station to honor him is very emotional for me. So, thank you. MS. EOFF: I'm going to yield and let other Council Members who may want to thank you and say a few words. CHR KANUHA: Ms. Poindexter. MS. POINDEXTER: I just want to say thank you so much for the great work that your foundation has done and for the incredible things that have come out of it for the benefit of all our people. The one thing that I am so grateful for to you is that you honor the firefighters because you understand, not only the trauma that you as parents had to go through because of the loss of a child, but you understand that those firefighters also go through a trauma because mentally, they have to live with that also. So, by your gift of honoring them is such a wonderful way of saying aloha in the name of your son. So, this station will always be a constant reminder for each and every one of us to see beyond the tragedy and to know that Page 8 Hawaii County Council-50 September 21, 2016 so much love and great aloha can come from a tragedy, so we learn from you. I've learned a lot from you and I thank you for giving me strength as well. Thank you. MR. SAYRE: Thank you all so much. It's been amazing to work with you and to see what you do to support the people of this amazing place that lets us live here. and to see what's in your hearts and the work that you put in, oftentimes thankless. Thank you so much. CHR KANUHA: Ms. Wille. MS. WIL,LE: Just to echo what the others have said and, you know, in some ways, I see that with the loss of your child, you took in the entire island now, as your family. In other words, you see all of us and all the—here on the island, you know, you can get into there's the us, there's the little nuclear and what's good for—you know, you could have gone back into abecome more isolated. Instead, you've reached out and embraced, in place of Daniel, all of us. I mean with the Fire Department first, but really, it's all of us and I think that we, you know, many of us, we live by examples and people that champion things and look at those. So, I look up to you and appreciate and respect you, and on behalf of all—and you know, if we pull ourselves together, I would appreciate taking a two-minute recess and taking a picture. I don't know that I've seen any pictures with all of us and you, if there is one. But, you know, anyway, if I could ask for that indulgence, I would appreciate it. CHR KANUHA: Mr. Chung. MR. CHUNG: Thank you, Mr. Chairman, and good morning Mr. and Mrs. Sayre. I don't know if the two of you realize how much we think about the two of you and by extension, your son. For instance, you know, Fresh and I were travelling in Japan last week, and on the train, we were having a conversation about the two of you and what you guys mean to us. I mean, and it's just a conversation, as you can imagine, kind of a lengthy conversation as two local Hilo boys can, you know, say, it's a little different than how we would say it right now. But, you know, you guys really do take up a lot of our thoughts and that's because of all what you folks have done and, you know, really, you guys represent, in my opinion, all that is good in Hawaii. It really, and I say that from the bottom of my heart. And your son, of course, whom we've never met, you know, I think this naming of the facility is so appropriate because he's emblematic of many wonderful things, too. So, congratulations and thank you for all your good work, we really appreciate it. CHR KANUHA: Ms. David. Page 9 Hawaii County Council-50 September 21, 2016 MS. DAVID: Good morning. I'm sitting here and trying to hold back tears from hearing all what's being said and how much we really appreciate you. I don't think you'll ever know, but I think a loss like yours is indescribable. I think what you give us is a lot of hope and confidence that where we live, aloha comes from people like you and it's very deep. So, thanks for bringing that into our realm where we can get carried away in all the important things that we need to do and you ground us when you do these things and we attend your annual event in honor of your son. You bring the human aspect of what we all believe in and cherish, so thank you so much for everything that you folks have done and for bringing aloha to Hawaii and its people. I really want to thank Mayor Kenoi and all of his administrative leaders and the Fire Department because we don't know how much we need them until it's our time. So,just knowing that they're there is very humbling. So really, thank you, Laura and Dr. Frank. CHR KANUHA: Mr. Paleka. MR. PALEKA: I'm going to try and be strong here. You know, this small part that the County can do for all you have done on behalf of your son, in transferring that love you had for him, to garner all those equipment, those needs of our Fire Department and lifesaving equipment, that's what it's all about. It's about saving lives and it has saved lives. And that transference of your son to saving lives is just amazing. This small honoring is hard to compare to what the foundation really accomplishes for our County, but I do want to express my heartfelt appreciation for all you do for us. Really important and thank you so much, and God bless. Thank you. CHR KANUHA: Mr. Onishi. MR. ONISHL Thank you, Mr. Chair. For all those years that I've been on the Council, I didn't realize this foundation until, you know, like 2009, and the amount of funds this foundation provided to the Hawaii County Fire Department is unbelievable. And it didn't only just start from 2009, it started earlier, right? So, the many years that you folks supported the Hawaii County, it's really awesome. And to me, sometimes I feel that we as a County or Council is not doing enough too, right? Our part. But I really want to—appreciate what you folks are doing and also, I want to say sorry for not being able to help in providing the funding for the medical vehicle for Makalei. We tried and it was just not, I guess, the timing, but I know Chief Rosario will continue to try and fund that and whatever I can help after I've termed out,just let me know. You folks, you know, might have my email or my Page 10 Hawaii County Council-50 September 21, 2016 cell phone, and just call me and if I can help lobby up at the legislature, I'll do that for you folks. But, thank you very much, and you folks are great people. Thanks. CHR KANUHA: Mr. Eagan. MR. IL,AGAN: Thank you, Mr. Chairman. I still remember the memory that I have regarding Mayor Kenoi standing up on that podium. I swear, when I was looking at him, before he was speaking, he was thinking what else can the County do to recognize what you have done and just honor your son, and I felt like he just thought of this right on the spot, and that's how this gave birth to what we're doing now. I'm just glad that I can be a part of it. What you have done is a great example of the community coming together using private funds for a public purpose, and you are really an extension of this County because I know we have around 18 or 19 departments, I think you're the twentieth department and self- funded,just like the Water Department. We need more departments like you. I do want to say, I don't know what it feels like to lose a son or just a child, but I'm thinking regardless of what has happened in your life, I feel just you as people, as your character, I feel like you would have done this in a different way. I feel like you have this wanting to give back. I know this came from a tragedy that you have experienced, but I feel like even in a different dimensional in life, you would probably found a way to start up an organization and help out in your way. I want to, I'm not sure if you're doing this already, but I bet there are people like yourself in the community who don't know a model, what you have created and I want to encourage you to maybe create that model and make it transparent so others can mimic that and do the same thing, because you have a lot of experience and skills to do this. I mean you have natural talent and charisma. It helps out a lot, but I know there's others who want to do the same thing, and I could just see you as great mentors in doing it. And I just want to say thank you for all the help and really just giving your aloha to the world and to this County and to the people. Thank you. CHR KANUHA: Any other discussion? Ms. Eoff? No? Okay, I guess I'll end off. I just want to say thank you. You know, everybody else said it all, there's not really much I can say that everybody else hasn't said already. So, a big mahalo and aloha to each of you and who you represent as individuals for this community is just outstanding. I remember being there with Mayor Kenoi, you know, announced it to the world basically, and we're all like, "Wow, awesome." I'm glad to see it finally come to fruition, not only it being done but with the appropriate resolution to rename it is quite fitting. So, you know, aloha means so many things and you guys are full of aloha for this community, so a big mahalo to both of you. Thank you. Page 11 Hawaii County Council-50 September 21, 2016 MS. Res. 641-16: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY OF HAWAII, DEPARTMENT OF ATMOSPHERIC SCIENCES Supports the Civil Defense Agency's efforts to develop a comprehensive dispersion and plume modeling program to improve upon hazard and risk assessment regarding potential future and past releases of hydrogen sulfide from the Puna Geothermal Venture facility. ONISHL Well, is Civil Defense or CHR KANUHA: Yeah, we have administrator Texeira in Hilo. Page 12 Hawaii County Council-50 September 21, 2016 MR. ONISHL Maybe he can come forward. (Note: At this time, Civil Defense Administrator Ed Texeira came forward to address the members of the Council.) MR. TEXEIRA: I'm Ed Texeira. MR. ONISHL Thank you, Mr. Texeira, for coming forth. Maybe you can give like a brief summary of what's going to be happening so the public will know what's going on. MR. TEXEIRA: The proposal submitted by the University of Hawaii under Dr. Steven Businger calls for a two-year project using plume modeling programs, the most up to date plume modeling programs, adding with that, meteorological data from the weather service that he provides at the Mauna Kea and the two-year study of, you're looking at the current plan from the PGV (Puna Geothermal Venture), using the 12 scenarios of various ways that H2S and other gases could be emitted from that particular plant would result in several products as I see it. One, going back to meteorological data being available to County and State, and also the residents out there in Puna. We can provide the resources to update the PGV plants emergency response plans as well as our own County plans, from the Civil Defense as well as from our Fire Department and at the very end of it all, provide recommendations from these particular studies looking at wind, other aspects of weather, as to perhaps adding more monitoring stations around the plant that can lower the risk to our outlying communities. As I looked at the two-year project proposal, from Dr. Businger, I think it's really a win-win situation, not only for the plant, but for the County and State, but also for the residents of Puna. So, I think it's a reasonable proposal by Dr. Businger and I can't help but go back into the genesis of this particular project. The discussion started in 2012, as I looked at the records. In 2013, action was taken, about three years ago, in September 2013 with the assembly of not only members of the community, but other scientists and other experts in noxious gases. They got together to look at the health effects of the geothermal well plant can cause by either scheduled releases or unscheduled releases at the plant. And so, I think it's really community-based. The record shows that on March 13, 2013, I believe, there was an unscheduled, unintended release. From talking to my predecessor, you know, former Fire Chief Daryl Oliveira, the monitoring out there at the site at that time, was very peculiar. The monitoring system was the three monitoring stations around the plant. If I recall, a particular conversation said one thing in measuring the quantities of H2S in the air, but hand-held instruments by Civil Defense employees around the plant measured higher grades. So, what I'm really trying to tell you that is that I look at this project as a win-win situation. It's something we need to do. Every year, we seem to get about 325 girls who take advantage of our invitation to come to GEMS Page 15 Hawaii County Council-50 September 21, 2016 (Girls Exploring Math and Science). This is for the fifth-grade girls on the west side, considered the west side of the island. The purpose of GEMS is to expand the girls' awareness of career opportunities, and to increase their interest in the math and science classes, and actually all of school. We do think the power of the GEMS program is that it's a one-day event and the girls get a chance to spend a day with women and high school students. Women have careers in math and science and the high school students are students from the robotics team up at Kealakehe and the science programs out at WHEA (West Hawaii Explorations Academy). These people serve, we believe, as wonderful role models for the girls when the girls get excited about math and science and have their special day with us. We need the money, a little additional money because we do need money for the program. We give the girls breakfast, we give them lunch, and we give them a t-shirt, it's a memorable t-shirt for them, but it also helps us identify them at the program so that they're part of our program. It's for safety also. And we ask the families if they could give us some money, the $20 for the program, which covers about half the individual cost. However, we give a scholarship to everyone who can't afford that, so we do need additional funds and we really appreciate you. Thank you for all you do for our GEMS Program and for our community. You know, I'm hoping that one of the Council Members who are returning step up to the plate and go to the Legislature and also to the Department of Agriculture to go and get more funding, because with this amount of money, it's not enough and we need to, I guess, clarify that it's not an eradication any more, it's more of a control, okay? We have to be truthful to ourselves. It's like the coqui frogs, okay? But, we need to protect, like our public facilities, the homes. I just found out from a friend that his fire ants were around his house and now it's coming into his house, so he was asking what kind of treatments he could use. But, with $3,000, $5,000, $10,000, $20,000, $50,000, it's not going to help, that's why. We need like hundreds of thousands of dollars, okay? So, I hope that one of you guys, who are, like I said, returning, going to step up to the plate and get to the capitol and get more funding. We have, like already $90,000 that is in R & D (Research and Development), and I don't know why it's taking long to get it going, the program. We also are in contact right now with Department of Ag to get another maybe $50,000 for Parks and Recreation. So, I'm just saying that if you folks want this to happen, you folks got to step up. PALEKA: Yeah, I just want to reiterate or add to what Council Member Onishi had said. You know, it's really important, this treating because a lot of people are asking what's the best ingredient or active ingredient to use, so any training that our communities can get on the matter is well needed and well deserved. You know, this has come up a lot in our district. Many have come to me with their concerns on little fire ants so I'm just glad we can all play a little part, but it is true, we need a lot more funding for this. But at least we're making this small step. Thanks. CHR KANUHA: Thank you. Ms. Wille. MS. WIL,LE: Yes, there's a number of items here for contingency relief funds including one of mine, so I'm just going to make a general statement, and I wondered if Springer could come up to the table for a minute. And I do appreciate and echo what Council Member Onishi said. (Note: At this time, Springer Kaye came forward to address the members of the Council.) MS. WIL,LE: You know, this is basically devastation for wherever this is going on unless it's, I don't know, under control. But, I do think somehow, one of the things in the work that I've done on this issue is how we can just, sort of, identify where it is in order to prevent it from going other places. One has to identify, which means getting over the shame where people do not want to admit, like landscapers and those involved in moving plants around and how we address that so that we really are able to immediately target where it is identified. So, Springer, in terms of training, is this really focused on where a location has been identified? And what—if you can just say a few words on the scope of this training. MS. KAYE: Right, so the scope, it's targeted towards residential areas and to groups that really self-identify that they want this, that they are aware that they have a problem and they want to help with dealing with it. So, we're targeting people who are already motivated in that area. Some other things are happening to encourage much more active surveillance. So, next month is state-wide, stop the ant month. The big push, in terms of messaging and communications is to survey, whether you think you have ants or not. Someone brought to our attention the other day that on a recent survey of some farms on the west side, a very large number that were not aware did have little fire ants and are now having to deal with that. At every one of these trainings, we have a few individuals who say, Page 19 Hawaii County Council-50 September 21, 2016 "Well, you know, I don't have little fire ants, but I'm just here to find out some information." But of course, they're surrounded on all sides by people who do have little fire ants, and of course, then they find out that they do too. So, we're doing this big push in October to ask people to survey, even if they don't think there's any sign of having little fire ants because you're right, that's a big issue. MS. WIL,LE: Okay, I really appreciate that. I mean I think if anything's going to put our island on the map, as the invasive species island, it's really just being the conflagration across the island of the little red fire ants, not to mention Rapid `Ohi`a Death and other things. But certainly, in terms of whether it's agriculture and farm workers and all of the economy that we have, and all of the animals, both wild and pets. There's so many I know speaking of people in Puna, you know, animals where the dogs are now blind. Anyway, thank you for raising this and let's keep moving on it as best we can. Thanks. ONISHL Okay, and then I have one more question to you. So, this funding is going to be used to train the, I guess,participants who wants to use certain pesticides? SAKO: It'll be used to purchase the materials for the training, for the residents of the communities, of the particular communities. MR. ONISHL Okay, so now, then the participant needs to purchase their own pesticides? MR. SAKO: I believe once the training is over and the program is in place, they will be responsible for purchasing their own materials. MR. ONISHL Okay, so main thing members know that it's not going for purchasing the pesticides, but it's just training them. But then they still have to go and purchase, which you know can sometimes exceed so much money. But, the $90,000 that we got from Department of Ag, is that still going to HCEOC (Hawai`i County Economic Opportunity Council) for purchasing of pesticides? MR. SAKO: Well,just to step back a little bit, the contingency funds right now, is going for the materials such as pesticides that'll be used in the training of the communities. Now, as far as the $96,000, we still have that. I'm working on a program which involves the Big Island Invasive Species Committee (BIISC) and the Hawaii Ant Lab to increase the training, and then we'll be issuing the vouchers to assist those who have completed the training to purchase the pesticides. MR. ONISHL Okay, because you know why, Mr. Sako? When I went to go ask the Department of Agriculture for that money, and that's basically through HISC (Hawai`i Invasive Species Council), right? MR. SAKO: That's correct. MR. ONISHL That was for the voucher program, okay? And that was for, like when we drew up that proposal to HISC, was to have HCEOC as the entity to distribute the vouchers, like how we do the coqui frogs. MR. SAKO: That's correct. MR. ONISHL So, would this affect that proposal that we sent to HISC if you start changing it to going to the Hawaii Ant Lab and also to Big Island Invasive Committee? MR. SAKO: You're referring to the HISC funds? MR. ONISHL Yeah, that's the $96,000 that we got, right? MR. SAKO: Okay, yes. So, these funds are not going to the Hawaii Ant Lab or BIISC. I don't know if anyone in Hilo wants to comment on this, but my understanding is that this technology would allow Public Works to connect to GIS (Geographic Information System) software to—oh there. Thank you. I'm going to yield and let you better explain. (Note: At this time, Deputy Director of Public Works Brandon Gonzalez came forward to address the members of the Council.) MR. GONZALEZ: Good afternoon members of the Council, thank you for having this resolution, Brandon Gonzalez, Deputy Director, Department of Public Works. As Councilperson Eoff was stating, the software has two really simple benefits. Number one, it's going to integrate land use review into the technology aspect. Currently, we have a permitting system that focuses primarily on the Building Division aspects, but before you can actually put a house or a structure down, there's always the underlying question of, "Do you have the right land use approvals to put the structure that you want to put down there?" Currently, Planning Department and Building Department work in separate systems. What this does is it incorporates one system for the land use aspect and for the permitting aspect. Secondly, it also takes advantages of the advancements in technology. The GIS layers, we have better tie-in with the information. If you guys have used Google Maps or Google Earth, you can see satellite views. There used to be a layer where it would have the parcel boundaries and the infrastructure, so that would also be incorporated. This is for the maintenance portion of the software and because it is multi-year, we are coming forward to the Council for the approval. Thank you. CHR KANUHA: Mr. Onishi. MR. ONISHL Thank you, Mr. Chair. Mr. Gonzalez, so you mentioned about helping with the building permitting system? MR. GONZALEZ: Yes. MR. ONISHL Okay, so in that regards, why does building permits in Kona get done faster, or approved faster than permits in Hilo? MR. GONZALEZ: You know, we monitor the work flow for the entire island and actually, certain times, depending on the time of year, the review and turn- around time, whether it's East or West Hawaii, sometimes it's the same, sometimes one side is faster than the other. We haven't been able to identify a single, specific factor. It could be a number of things, amount of applications coming in, the amount of staff available in the office, the complexity of the projects that might be in our review queue to be reviewed, are some of the things that we are aware of, but we can't pinpoint one specific answer or component to answer that. MR. ONISHL But have you heard of people making comments that from Hilo, they bring them over to Kona to get it processed faster and they do get it processed faster than having it left in Hilo? MR. GONZALEZ: I have heard comments going both ways actually. That sometimes they prefer to bring projects to Hilo to get review approved. So, I've heard it going both ways. MR. ONISHL Interesting because I've only been hearing it one way. Just like how when before the electrical time, getting electrical permits. So, with this software, this will be implemented when? MR. GONZALEZ: The time frame for implementation actually is—data migration is to start beginning this year in transferring the data. Right now, our current software system is right around four or five years old. It's about that time to check the market to see if there have been—to take advantage of the improvements in the software. We got to remember we are also operating with all of our data and information going back a number of years when we could start storing them electronically. I recall it being called a Lotus System. So, IT (Information Technology)has been Page 41 Hawaii County Council-50 September 21, 2016 working with us to make sure that we can continue to access those old, electronic records, and so, the sooner the better. They want a time frame to begin the data implementation or data migration and implementation of this new software as soon as possible. MR. ONISHL Okay, good. MR. GONZALEZ: Because old software, they don't have the infrastructure—the company doesn't exist and there's no more active support for it. So, that has been a major concern. MR. ONISHL Okay, so hopefully, with this—but then so,possible operation part is going to be like maybe next year then? MR. GONZALEZ: Correct. MR. ONISHL Okay, I see Deanna behind you, but I always mentioned about how or why can't Hawaii County be compatible within its own departments but also within other counties because then—like from Honolulu or Oahu, you come to Hawaii County, it's kind of like the same systems, right?
